Special repentance to make the composition with creditors more attractive, regulatory simplification to speed up the disbursement of Pnrr funds, crackdown against TV piracy, including the so-called “pezzotto” to illicitly watch sporting events. And then the so-called Santa Claus Bonus, i.e. the one-off payment of 100 euros together with the thirteenth salary in favor of employee income of up to 28 thousand euros. But also a rule for the rescue of the Santa Lucia Foundation in Rome and one for greater powers for the waste commissioner of Sicily. The contents of the Omnibus Decree are quite heterogeneous, and today they obtained the confidence of the Chamber with 158 votes in favour, 112 against and one abstention. Tomorrow morning the Chamber will give the final green light. The deadline for conversion is close: October 8th.
The legislative decree comes to the vote in the Chamber after a long series of reformulations in the Joint Finance and Budget Committees of the Senate. There was some discontent in Forza Italia due to the failure to give the go-ahead to an amendment repealing a law that provides for a fan consultative body on the boards of directors of sports clubs. The text ‘heats up parliamentary work in view of the budget law, which will be submitted to the Chamber this year, and the Milleproroghe at the end of the year.
In detail, some of the measures envisaged by the Omnibus Decree:
- AGREEMENT WITH PREVENTION: The special repentance for the years from 2018 to 2022 – shortened by one year compared to the initial version of the text – concerns taxpayers who join the biennial composition with creditors by 31 October. The new provision aims to make the two-year agreement with the tax authorities reserved for VAT numbers more attractive. This is one of the tools through which the government aims to find additional resources to extend the wedge cut to incomes up to 60 thousand euros in the next budget law.
- SANTA CLAUS BONUS: This is a one-off tax-free payment of 100 euros arriving with the thirteenth for 1.1 million Italians. In the initial version of the measure there was talk of a Befana Bonus, to be paid in January, which was close to 80 euros due to withholdings. The good performance of tax revenues in the first 7 months of the year led to the launch of a more substantial measure. The measure is expected to cost 100 million euros. Male and female employees with up to 28 thousand euros with a spouse and at least one dependent child (or in single-parent households with a dependent child) can receive the bonus. However, de facto couples are excluded.
- TV ANTI-PIRACY POLICY: Agcom is given the power to order service providers, including network access providers, wherever resident and wherever located, to disable access to content disseminated illegally by blocking domain name resolution and blocking routing. of web traffic. A rule that tries to stem piracy in the online broadcasting of major sporting events, starting with football. The obligation for telecommunications operators and other service providers to notify criminal offenses to the judicial police is also introduced.
- SANTA LUCIA FOUNDATION: The right of pre-emption in the purchase of the hospital specialized in neuromotor rehabilitation is provided to the Enea Tech and Biomedical Foundation, which acts through the establishment of a non-profit entity participated by the Lazio Region.
- PSYCHOLOGIST BONUS: An additional 2 million euros are allocated towards the psychologist bonus for 2024.
