The directorial decrees implementing the incentives for the purchase and installation of have been published vehicle charging systems fed to electric energydedicated to private individuals and condominiums.

The expected contributions are equal to80% of the purchase price and installation of charging infrastructure (such as columns or wall boxes).

The maximum limit of contribution it is 1,500 euros for private users and up to 8,000 euros in case of installation in the common areas of condominium buildings. The resources available for 2022 and 2023 are equal to 80 million euros.

Interested parties will be able to submit the application via the online platform which will be managed on behalf of the Ministry by Invitalia.

The requests submitted will be admitted in the chronological order of presentation and the contribution will be credited directly to the current account indicated by the beneficiary in the application.

Door opening and closing

Applications relating to installations carried out from 4 October 2022 to 31 December 2022 can be submitted from 19 October to 2 November 2023.

The opening and closing deadlines for applications relating to installations carried out in 2023 will be communicated with subsequent notices from the Ministry of Business and Made in Italy.

A – Beneficiaries

A1. Which subjects can access the contribution?

Domestic users, i.e. natural persons resident in Italy and condominiums in the case of installation on the parts of common use referred to in articles 1117, can benefit from the contribution for the purchase and installation of charging infrastructure for vehicles powered by electricity. and 1117-bis of the civil code, pursuant to article 1, paragraph 1, letter a) of the Prime Ministerial Decree of 4 August 2022.

A2. Can the owner of a sole proprietorship or a company apply?

No. The owner of an individual business or a company is not among the beneficiaries of the contribution. For businesses and public administrations, other forms of incentives will be provided for by the Ministry of the Environment and Energy Security as part of the PNRR.

B – Method of submitting applications for the grant

B1. When can I send the application for the grant?

Applications relating to installations carried out from 4 October 2022 to 31 December 2022 can be submitted from 19 October to 2 November. The opening and closing deadlines for applications relating to installations carried out in 2023 will be communicated with subsequent notices from the Ministry of Business and Made in Italy.

B2. How do I submit the application for the grant?

The application can be submitted exclusively via the online platform, to the address that will be indicated in the notice of opening and closing of the branch. Access can be made via public digital identity system (SPID), electronic identity card (CIE) or national services card (CNS). Once logged in, you can proceed to fill out the electronic form by following the guided procedure.

B3. Can multiple grant applications be submitted?

No. Each beneficiary (natural persons and condominiums) can submit only one application.

B4. What data and documents are necessary for the application to request the contribution by natural persons?

For private users, under penalty of inadmissibility, the following are necessary:

  1. the tax code and identity document of the applicant;
  2. copy of the electronic invoices relating to the purchase and installation of the charging infrastructure;
  3. current account extracts showing the payments connected to the electronic invoices relating to the purchase and installation of the charging infrastructure; payments of the expenditure titles subject to the request for disbursement must be made through a current account in the name of the beneficiary and exclusively by means of bank transfers or by SEPA Credit Transfer, or by credit or debit card in the name of the beneficiary of the contribution;
  4. final report relating to the investment made and the related expenses incurred;
  5. suitable certification of conformity issued by an installer, certifying the successful installation of the infrastructure;
  6. the details of the current account on which to request crediting of the contribution.

B5. What data and documents are necessary for the application to request the contribution from condominium owners?

For condominiums, under penalty of inadmissibility, the following are necessary:

  1. tax code of the condominium and details of the identity document of the pro tempore administrator with declaration from the latter that he/she is in possession of the legal requirements referred to in article 71-bis of the “Provisions for the implementation of the Civil Code and provisions transitional” or of the condominium delegate for condominiums with up to 8 participants, in case of installation in the common areas of condominium buildings;
  2. meeting resolution authorizing work on the common parts referred to in articles 1117 and 1117-bis of the civil code with the declaration by the administrator that this resolution has not been challenged within the deadline referred to in article 1137 of the civil code;
  3. copy of the electronic invoices relating to the purchase and installation of the charging infrastructure;
  4. current account extracts showing the payments connected to the electronic invoices relating to the purchase and installation of the charging infrastructure; payments of the expenditure titles subject to the request for disbursement must be made through a current account in the name of the beneficiary and exclusively by means of bank transfers or by SEPA Credit Transfer, or by credit or debit card in the name of the beneficiary of the contribution;
  5. final report relating to the investment made and the related expenses incurred;
  6. suitable certification of conformity issued by an installer, certifying the successful installation of the infrastructure;
  7. the details of the current account on which to request crediting of the contribution.

B6. What happens if you apply and the funds are exhausted?

In the event of insufficient financial resources, the depletion of the funds is made public via a notice on the institutional website of the Ministry of Business and Made in Italy.

B7. What order is followed to assign incentives?

The applications presented are admitted to the preliminary investigation according to the chronological order of presentation.

B8. Is a receipt sent confirming the submission of the application?

Yes. Once the application has been correctly filled out, the computer system issues a registration receipt.

B9. Is the contribution paid in a single payment?

Yes. The contribution granted to each beneficiary is paid in a single payment.

B10. How long will it take to receive the contribution?

Within ninety days from the closing date of the counter, the Ministry of Business and Made in Italy issues the decree granting and disbursing the contributions, respecting the chronological order of receipt of the applications. Subsequently, the contribution will be credited to the current account of the beneficiaries.

C – Eligible expenses and granting of benefits

C1. What is the amount of the grant that can be granted?

The contribution for the charging infrastructure is equal to 80 percent of the purchase and installation price, up to a maximum limit of 1,500 euros per requesting natural person. This limit is raised to €8,000 in the case of installation on the common parts of condominium buildings referred to in articles 1117 and 1117-bis of the civil code.

C2. What expenses are eligible for the contribution?

The contribution is foreseen for the purchase and implementation of charging infrastructures, including the costs of installing charging stations, electrical systems, strictly necessary building works, monitoring systems and devices; design, works management, safety and testing costs; costs for connection to the electricity grid, through the activation of a new POD (point of delivery).

C3. Can I ask for the contribution before incurring the expense?

No. The contribution is only foreseen for purchases and installation already made.

C4. Is it possible to purchase charging infrastructure and not install it?

No. The contribution is foreseen for the purchase and installation; the purchase alone is not sufficient to request the contribution.

C5. Is it possible to purchase charging infrastructure by paying in cash?

No. To access the contribution, all expenses must be documented and made with traceable payment.

D – Characteristics of charging infrastructures

Q1. What types of charging infrastructure are eligible for the contribution?

The charging infrastructure must be brand new and of standard power.

D2. Once installed, who can use the charging infrastructure?

In the case of natural persons, the infrastructures must be for exclusive private use and not accessible to the public. In the case of condominiums, the infrastructure must be intended for collective use by the condominium owners and not accessible to the public.
