A 200 euro bonus on electric bills for users with ISEE up to 25 thousand euros, of which around 8 million families will benefit. A help will also be up to energy and SME companies. The introduction of gradual protections for vulnerable customers and greater transparency in the commercial offers of contracts for the users of electric light. The Chamber approved the confidence at the DL bills with 182 votes in favor, 113 against and 4 abstentions, the green light of the Senate is expected by April 29th.
The text, launched by the CDM on 28 February last, was prepared to meet the difficulties of businesses and families in a moment of important fluctuations of the energy market, contains rules for about 3 billion euros, of which 1.4 intended for businesses and 1.6 to families.
During the parliamentary process, some elements concerning implementation measures of a series of measures contained in the budget law were also added to the decree. Among these, the criteria for obtaining the appliance bonus, the discount on the invoice was chosen and not the click day, and a derogation from the new fiscal regime of the fringe benefits for the corporate cars already booked. Here are the main measures contained in the provision.
200 euro bill bonuses. The electric social bonus is expanded for three months to domestic users with ISEE up to 25 thousand euros, which will receive a contribution of 200 euros. Help to mitigate the dear bills will also be up to the companies energetically – with power engaged greater than 16.5 kW – and to vulnerable SMEs. Currently the social bonus bills provides that the citizen or the family unit has the right to the contribution with an ISEE not exceeding 9,530 euros for families with a maximum of 3 dependent children (20,000 euros for those numerous with at least 4 children). For those who already receive support, the contribution may reach up to 500 euros.
Vulnerable users protection. An amendment of the League approved in the Commission allows vulnerable customers of the grass protection system to be included in a controlled market, and not in the free one, also to the termination of the service on March 31, 2027. Stop also to the attachment of the properties of the subjects vulnerable with the blocking of real estate executions on the first house for condominium debts under 5,000 euros.
TRANSPARENCY. The DL provides for some measures to increase transparency and the possibility of comparing electricity and gas offers to domestic customers on the free market, entrusting sanctioning powers to Arera.
Appliance bonus. An amendment of Fratelli d’Italia governs the methods of use: no click day but discount on the invoice. The contribution covers up to 30% of the cost, with a maximum limit of 100 euros for each appliance. The limit is raised to 200 euros for families with an ISEE less than 25,000 euros.
Corporate cars. An amendment of the speakers regarding corporate cars provides that the vehicles ordered by 31 December 2024 – granted in promiscuous use from January 1, 2025 to 30 June 2025 – will be excluded from the new fringe benefit taxation system introduced with the budget law.
