An urgent question to clarify the real financial availability and the methods of using resources intended to overcome the health and infrastructure emergency in Calabria. To present it is the regional councilor of the Democratic Party, Amalia Cecilia Bruniwhich is aimed at the president of the regional council As an extraordinary commissioner appointed with the order of Civil Protection no. 1133 of 13 March 2025.

The measure, published in the Official Gazette on March 19, attributes special powers to the President of the Region for the management of the emergency situation linked to the hydrogeological risk and the critical state of the Calabrian hospital system. Such powers include The possibility of operating in derogation from current legislationdespite respecting the general principles of the legal system and European directives.

According to what reported in the question, the order provides that the financial resources that can be used come from a multiplicity of sources, including funds provided for by national laws (such as law 67/1988 and law 135/1990), recent extraordinary measures (DL 132/2023) and multi -year state budgets, as well as cash advances by INAIL.

“It is essential that the regional council and citizens are aware – declares Bruni – of the sums actually allocated and available, with a clear indication of the sources of origin and the purposes provided for each intervention».

The regional councilor of the Democratic Party therefore asks the extraordinary commissioner:

  • what are and how much the sums actually made availablePursuant to article 6 of order no. 1133/2025;
  • which interventions are intended to financeon which territories and with what priorities criteria;
  • what are the actuators that are already identifiedfor the realization of the works;
  • What are the contents of the agreement with INAIL for cash advancesstarting from the role of the institute up to the ways in which the Region will return the sums received.

“Transparency in the use of public resources – concludes Bruni – It is not only an institutional duty, but a prerequisite of legality and political responsibility towards the Calabrians. We hope that the President wants to answer quickly and punctually to our legitimate questions».
