Some points of the new 19-point peace plan are beginning to emerge, born from the feverish negotiations between the Americans, the Ukrainians and the Europeans, after the American 28-point plan had provoked an outcry from Kiev and Europe. Reuters on the site addresses the main points of the European draft although it should be noted that there are other versions of the text, reported by American and British press outlets, which are partly different from the copy obtained by Reuters.
On territorial concessions, the latest draft claims that “Ukraine undertakes not to recover its sovereign territory occupied by military means. Negotiations on territorial exchanges will begin from the Line of Contact.” On NATO, the 19-point plan states that “Ukraine’s membership of NATO depends on the consensus of NATO members”, according to the Reuters version. It is underlined that at the moment there is no consensus, but the text leaves the door open. For the armed forces, the European plan suggests that the army Ukrainian army is “limited to 800,000 men in peacetime” and not 600,000. In both drafts, the much larger Russian army is not asked to make cuts. As for future elections in Ukraine, the European draft only states that elections should be held “as soon as possible” after the agreement is signed.
