Troubled waters around the commissioner’s management of the Nebrodi Park. The issue concerns in particular the Executive Committee of the Institutionby statute made up of three members, the president, a mayor and the manager of the Messina forest departmental inspectorate.
For just under two years, with the appointment as extraordinary commissioner of the Park of Giovanni Cavallaro in January 2023, the active administrative body is limited to only two members, the mayor of Floresta, Antonio Stroscioand Cavallaro himself in the dual role of extraordinary commissioner and head of the Inspectorate. An overlap of roles on which the regional Territory and Environment department intervened, identifying critical issues regarding the control of the documents approved by the Executive Committee itself.
In fact, the Park offices appear to have been notified in recent days of a note signed by the regional councilor Giusy Savarinosince last summer in the Council of President Renato Schifani, in which the hypothesis of replacing Commissioner Cavallaro at the helm of the Park would be envisaged, in order to avoid any profiles of illegitimacy of the resolutions adopted with such an unusual composition by the Executive Committee. The start of this procedure represents a sort of bolt from the blue, given that the overlap in the roles held by Cavallaro, recently also a member of the Scientific Technical Committee, in addition to emerging at the time of the appointment itself, had already been the subject of in-depth analysis and discussions with the department itself. A theme relaunched in October by some environmental associations, in a note in which they called for a reform of the governance of regional protected areas.
In any case, it is sobering that the findings come after two years of management during which no acts of the Executive Committee have been contested or canceled by the regional administrative control bodies.
Developments are therefore expected in the next few days on the basis of the discussions initiated between the Park and the regional department.
