English: «Despite the reassurances and announcements that have followed one another in recent months, it is now clear that the process for the construction of the new hospital in Vibo Valentia is facing a new impasse, both formally and substantially. Just to focus attention on a central element, after the approval of the Executive Project (relating to works for a total of approximately 15 million euros), which took place in February 2023, we are still waiting for the complete executive project of the work to be approved. To clarify the reasons underlying this circumstance, and considering that the executive project should be approved in accordance with the new Procurement Code that came into force on 1.4.2023 – which could create problems of financial insufficiency compared to the previous definitive project approved in 2022 – I presented a question addressed to the President of the Regional Council Roberto Occhiuto, to know: by when is it expected to approve the complete executive project of the new hospital of Vibo Valentia; for what needs – financial, technical or otherwise – has it been agreed to draft and approve, in the year 2023the so-called “Executive project extract” instead of the entire executive project; if the executive project will be drawn up according to the law in force (see attachments to the new Public Contracts Code) or by applying the previous legislation; if the Region does not deem it necessary to invest the Anac with the aforementioned problem, considering the anomalous situation created due to the considerable period of time, which is also increasing, that has passed between the approval of the definitive project and that of the complete executive project».
