The engine of the Pnrr proceeds jerkily along a double track: that of the resources formally assigned and that, much more bumpy, of their concrete translation in the various territories. The photograph taken by the Court of Auditors gives the image of a country that has obtained over 153 billion euros from Europe, equal to 79% of the overall budget of the Plan, but which is still struggling, just over a month before the deadline, to transform the financial mass into completed construction sites, functioning services, visible works. And in the South, especially in Calabria, the gap takes on the contours of a social issue.

The region is in fact among those with the least progress of projects. As of 13 February 2026, the percentage of completed interventions stands at 33.9%, very far from the Northern regions which exceed 50%.
Even more eloquent is the data relating to payments: Calabria stops at 29% of the overall value of investments. It means that a substantial part of the works still exists only in the administrative procedures, in the timetables, in the digital platforms of the public machine.
