«With the publication of resolution 96/25/Cons Agcom in implementation of the Caivano decree, a fundamental step has been taken for years in the protection of minors in the digital context. For the first time, Italy introduces a mandatory and effective system of age verification for access to sensitive content online, such as pornography and gambling. It is a paradigm change: the protection of the little ones will no longer be only responsibilities of families, but also – and above all – of large digital platforms ». This is underlined by the Undersecretary inside Wanda Ferro (Fdi), According to which “it is a political, cultural and technological turning point pursued with determination by the Meloni government which, even in the face of the resistance of the most important social platforms, has chosen to put the rights of children and adolescents to the logic of profit, too often exposed to harmful content of their dignity and growth”.

Iron recalls that the Caivano decree was the first regulatory tool to face “with concreteness” the issue of online minors. «Today, with the Agcom resolution, those measures become operational reality. The introduction of the ‘double anonymity’ system – which guarantees the confidentiality of users and at the same time prevents minors access to inappropriate content – and the use of apps for proof of age represent an advanced balance between the protection of privacy and digital responsibility».
