At 6.30 pm today Francesco Cannizzaro will be proclaimed Mayor. So the whole Council is becoming more and more exciting. The new mayor is currently working intensely on the composition of the municipal council, and the doubt is always one: will it be a more political team or will the technical profiles prevail? But this is a false problem. The real issue, in fact, is not establishing whether a council should be technical or political, the decisive question is another: how to organize the municipal machine so that it produces public value and measurable results for citizens? According to Enzo Cuzzola, a public finance expert and former administrator of both Reggio and Messina, «the model could be divided into two large areas. The first concerns the administrative machine, which represents the internal engine of the institution and which should be entrusted to four fundamental departments: General Affairs, to guarantee correct institutional functioning and relations with the municipal council, participatory bodies and citizens; Budget and Taxes, to ensure financial planning, spending control and investment capacity; Personnel, for the reorganization of offices, the recruitment and continuous training of human resources; Monitoring and Control, with the task of constantly verifying the achievement of strategic and operational objectives”.
