The Council of the Calabria Region, in today’s session, upon input from President Roberto Occhiuto, decided to appeal to the Constitutional Court to raise the conflict of attribution, against the interministerial decree of 16 October 2024.
The Region believes that the decree violates regional prerogatives regarding the regulation of rental services with driver, as only the regulation of technical specifications is left to ministerial competence.
On the proposal of the vice-president Filippo Pietropaolo with delegations also to the Digital Transition, Organization and Human Resources, the Council then approved the outline of the new Integrity Pact in the tender procedures concerning the assignments of public contracts. The approved document contains a series of obligations that strengthen the behaviors already required for both the regional administration and economic operators. The new integrity pact applies to all tender procedures concerning the awarding of works, services and supplies and must be included in the documentation of each tender procedure on assignments above and below the threshold. This is an essential tool for strengthening commitments to the legality, correctness and transparency of public contracts, a sector that has always been more exposed to the interference of criminals.
In terms of the budget, on the recommendation of councilor Marcello Minenna, the economic and financial document of the Calabria Region for the years 2025-2027 was adopted and will be forwarded for subsequent measures falling within the competence of the Regional Council. The 2025 regional stability bill and the financial forecast budget for the years 2025-2027 were also approved.
