In favor of large families and to raise the birth rate, the bill containing the state budget forecast for the financial year 2024 allocates resources equal to 1 billion euros. Confirmed “Dedicated to you” card to the extent of 600 million euros for the year 2024, the allocation of first home mortgages of approximately 380 million euros for the year 2024 is integrated and resources are allocated for the refinancing of the extraordinary contribution for the high cost of energy and the social bonus electricity (200 million euros) to support the weakest sections of the population in the first quarter of next year, the quarter in which energy consumption is most significant. Another month of parental leave is added, paid at 60 percent, for parents with children up to 6 years old.

Who are the beneficiaries of the contribution?

The beneficiaries of the measure, who do not have to submit an application, are identified among citizens belonging to families (made up of at least three people), resident in Italian territory, in possession of the following requirements on the date of publication of the decree:

● registration in the Resident Population Registry (municipal registry);
● possession of a valid ordinary ISEE certification, with an indicator not exceeding 15,000 euros.

The contribution is intended exclusively for the purchase of basic food items.

By “family unit” we mean the one reported in the ISEE in possession of INPS?

The family unit identified for the purposes of assigning the benefit is the one certified in the Single Substitutive Declaration (DSU), reported in the relevant ordinary ISEE certificate, present in the databases ofINPS on the date of publication of the decree in the Official Journal (12 May 2023).

All members of the DSU team must also be present in the National Register of Resident Population (ANPR).

What are the criteria for defining the rankings of grant beneficiaries?

Families with members born between 2023 and 2009 have priority in the ranking, in order of precedence for families with smaller members.
In particular, the list of eligible beneficiaries selected is ordered according to the following criteria:

1. Teams that register the presence of at least one member born by 31 December 2009, with the following priority criteria:
to. Increasing ordinary ISEE indicator;
b. Date of birth of the three youngest members;
c. Number of members of the DSU (at least three people).

2. Teams that register the presence of at least one member born before 31 December 2005, with the following priority criteria:
to. Increasing ordinary ISEE indicator;
b. Date of birth of the three youngest members;
c. Number of members of the DSU (at least three people).

3. The remaining places in the ranking are defined based on the number of DSU members (at least 3 people), with the following priority criteria:
to. Increasing ordinary ISEE indicator;
b. Date of birth of the three youngest members.

Is a citizen who has not requested the ISEE excluded from the possibility of accessing the contribution?

Yes, holding an ordinary ISEE certification on 12 May 2023 is an essential selection requirement for access to the contribution

How much is the contribution associated with each card?

The amount of the economic benefit is equal to €382.50 as pursuant to the decree of the Ministry of Agriculture, Food Sovereignty and Forestry and the Ministry of Economy and Finance of 18 April 2023, published in the Official Journal n.110 of 12 May 2023, containing “Criteria for identifying families in need, beneficiaries of the economic contribution provided for by art. 1, paragraphs 450 and 451 of the law of 29 December 2022 n. 197″.

Where can the card be collected?

● The card can be collected at all Post Offices and not just those nearby;
● The list of post offices is available on the Poste Italiane website (www.poste.it) or in the Poste Italiane app under “search for post office and book”;
● To collect the card, it is necessary to present the communication received from the Municipality of residence, which contains the combination of the beneficiary's tax code with the code of the assigned card.

Who can go to the Post Office to collect the card?

The card can be withdrawn only by the beneficiary, except for the possibility of delegation carried out in accordance with current provisions, using the appropriate forms distributed by Poste Italiane.

How can the beneficiary view the remaining balance on the card?

The remaining balance can be viewed at Poste Italiane ATMs.

Is there a list of businesses where the card can be used?

The card can be used at all shops that sell food.

With specific agreements, the Ministry of Agriculture, Food Sovereignty and Forestry (MASAF) has taken steps to stipulate agreements with all participating businesses, belonging to large-scale retail trade and beyond, for the application of a further 15% discount in favor of card holders.

Can the contribution be spent on the purchase of medicines?

No. The card can only be used for the purchase of essential food items.

What are the reasons for exclusion from the contribution?

The contribution is not attributed to families which, on the date of entry into force of this decree, include holders of:

● Citizenship income;
● Inclusion income (any other measure of social inclusion or poverty support).

Furthermore, the contribution cannot be paid to families in which at least one member receives:
● New social insurance for employment (NASPI and social unemployment benefit for DIS-COLL collaborators);
● Mobility allowance;
● Solidarity funds for income integration;
● Earnings redundancy fund (IGC);
● Any other form of wage supplement for involuntary unemployment provided by the State.
