The notice should be published around Christmasso as to be able to provide the first contributions already in the first months of next year. And the strategy that is developing in the Region is to do so that poverty income goes to as many families as possiblelowering the maximum threshold envisaged in the Quater Budget approved a couple of weeks ago.
The most politically influential measure of the fourth budget of 2024 approved at the Ars in early November is reaching its operational phase. On the table are the 30 million entrusted to Irfis by President Schifani. The credit institute led by Iolanda Riolo is ready to manage the IT platform to which applications will be forwarded from the end of the year. And in the meantime, the Family Department, led by Nuccia Albano, is preparing the notice with the requirements for accessing the contributions. “We are doing our utmost, together with Irfis, to speed up the procedure”, confirmed the councilor yesterday.
The approved law indicates two general parameters. The first is to have a family income that does not exceed 5 thousand euros per yearcertified with the ISEE model. The second is to give availability to be employed in public utility work. Within these limits, the Family Department is providing specific requirements for assigning the sums. Initially they will be written in the implementing decree, which is expected to be approved by Christmas. Then they will be transcribed, without modification, in the announcement that kicks off the race for the contribution.
The first meetings between the technicians of the Family Department and those of Irfis made it possible to exclude that it will be a click day: there will therefore be no rush to be the first to submit the application for poverty income. Instead, there will be a ranking that takes into account the different levels of poverty. The detail still needs to be planned but a rough idea is already there. The orientation is to interpret the law broadly.
The text wanted by Schifani and approved by the Ars indicates that the Region can give «up to a maximum of 5 thousand euros per year per family». And therefore, with the aim of lengthening the list of beneficiaries, the mechanism under study should work like this: the maximum will go only to those who demonstrate that they have the lowest incomes, therefore lower, and by a lot, than the 5 thousand euro Isee. Then, gradually, the amount of the one-off allowance will decrease until it reaches the minimum (but always predictably worth a few thousand euros) for those who actually have 5 thousand euros in annual earnings calculated with the ISEE system.
In this way the checks should multiply: giving 5 thousand euros to everyone would have rewarded a maximum of 6 thousand families, so instead the list will be much longer. Although we will have to wait for the implementing decree to be studied to calculate how many checks the Region will pay, predictably between February and March.
Yesterday Schifani once again wanted to reassure his allies that the study notice will highlight differences compared to the citizen’s income introduced by the Grillini in 2018 and repealed by Giorgia Meloni at the beginning of his mandate: «The income of poverty, far from that of citizenshipaims to provide support to those families who do not have the minimum financial means to live with dignity. It is part of the social policies implemented by my government which consider solidarity a non-negotiable value.”
