The Ecobonus portal reopens today on the website Ministry of Business and Made in Italy. From 10 am, it is possible to submit new applications to obtain incentives for the purchase of low emission vehicles.
Objectives and contributions of the ecobonus
The Ecobonus aims to encourage the scrapping of the most polluting vehicles, which constitute approximately 25% of the current fleet, to reduce CO2 emissions. The incentive can go up to 13,750 eurosreplacing an old vehicle with one with low emissions according to European regulations.
Details of the booking process
To book the incentive, i forms they must be completed and signed by the buyer and uploaded by the seller to the Ecobonus platform, who must confirm the operations within 270 days. The ministry and the Revenue Agency remind you that all reservations must be made on dedicated portal.
The declaration and concession phases
Natural person buyers must declare that they will maintain ownership of the vehicle for at least one year, a period which doubles for legal entities. Substitutive declarations are also necessary for small and medium-sized enterprises which certify possession of the required requirements and the exercise of transport activities. The process for receiving the contribution includes booking by the seller, confirmation of the availability of the fund, compensation of the purchase price and reimbursement of the contribution by the builder.
Resources and expected impact
For the year 2024, approximately 950 million euros for the Ecobonus, to which 50 million are added for light vehicles. The new policies aim to support the purchase of electric and plug-in hybrid vehicles, with particular attention to lower incomes, who can obtain an increase of up to 25% in the contribution if the ISEE is less than 30 thousand euros.

Object: Decree of the President of the Council of Ministers of 20 May 2024 on “Remodulation of incentives for the purchase of vehicles with low polluting emissions”, published in the Official Journal of the Italian Republic – General series – n. 121 of 25 May 2024 – Operational indications.
The Decree of the President of the Council of Ministers of 20 May 2024 (hereinafter DPCM) provides for a remodulation of the resources and incentives for the purchase of vehicles defined by article 2 of the same decree, with effect from 25 May 2024 until 31 December 2024. The provisions of the Prime Ministerial Decree will be implemented in accordance with the rules of the decree of the Minister of Economic Development of 20 March 2019 and the specified articles of law no. 145 of 2018 and law no. 178 of 30 December 2020.
Operational Indications:
From June 3, 2024, 10 amit will be possible to enter reservations for the contributions indicated in articles 2 and 3 of the Prime Ministerial Decree via an IT platform, updated for the occasion.
At the time of booking, the presentation of the following declarations will be necessary:
- For natural persons: Declaration of maintenance of ownership of the vehicle for at least 12 months (Annex 1).
- For legal entities: Declaration of maintenance of ownership of the vehicle for at least 24 months (Annex 2).
- For SMEs: Declaration in lieu of affidavit for PMI requirements and declaration in lieu of certification for the exercise of transport activities (Annex 3 and 4).
- For purchases pursuant to Article 3 of the Prime Ministerial Decree from natural persons: Declaration certifying the ISEE value of less than 30,000 euros and the absence of previous use of the contribution for members of the family unit, plus a copy of the identity document and tax code (Annex 5).
The forms will be available on the website http://ecobonus.mise.gov.it and must be completed, signed and inserted into the platform by the seller.
Verification and Confirmation of Operations: Sellers must confirm operations within 270 days from the booking date, as indicated by the ministerial decree of 20 March 2019, modified by the Ministerial Decree of 17 October 2023, or within other deadlines established by subsequent regulations. Checks will be carried out on the completeness and regularity of the documentation provided.
In case of proven undue use of the contributions, revocation procedures will be activated.
Future Openings of the Platform: The opening dates of the platform for bookings relating to articles 4 and 5 of the Prime Ministerial Decree will be communicated subsequently through the institutional sites http://ecobonus.mise.gov.it and http://mimit.gov.it.
- Attachment 1 – Declaration of acknowledgment of continued ownership of the vehicle purchased for at least 12 months
- Attachment 2 – Declaration of acknowledgment of continued ownership of the vehicle purchased for at least 24 months
- Attachment 3 – Declaration in lieu of possession of the PMI requirements (DM of 04.18.2005)
- Attachment 4 – Substitutive declaration relating to the carrying out of transport activities of goods on one's own behalf or on behalf of third parties
- Attachment 5 – Substitutive declaration certifying that the value of the ISEE relating to the family unit to which it belongs is less than 30,000 euros and that the members of the same unit have not already benefited from the same contribution
