The article on contributions for young people to purchase their first home needs to be completely rewritten. And the setting of one of the symbolic rules of the basic text of the corrective maneuver presented to the Ars by Schifani will therefore change. The other 21 regulations approved by the council on 7 August, however, had an easier than expected path in the Budget Committee.
The basic text of the corrective measure, which is worth 250 million alone, has overcome the first obstacle at the Ars. And this leaves room for negotiations on the avalanche of amendments (around 700) that introduce additional expenses. Schifani is still waiting for an agreement from the parties on what to actually carry forward by drawing on a provision of another 200 million. And then there will be a hundred million for expenses in the constituencies of origin of the deputies, which will flow into a single container, the Territorial Initiatives Fund, and will be channeled by mayors and churches.
While waiting for these steps, the heart of the maneuver is already halfway through. The article on mortgage aid, the only one still in the balance, had been symbolically inserted as the first of the text. In the formulation approved by the council, the aid would have gone to under 35s who wanted to buy a house by relying on Irfis for the stipulation of the mortgage. The benefit was a fixed rate of 2.5%. The budget put on the table by the government is 9 million and this made the deputies of the Budget commission turn up their noses: by providing mortgages of 200 thousand euros, just 45 people could be rewarded. Too few. And for this reason the government was convinced to make a U-turn. In the new version, which the councilor Alessandro Dagnino will deposit next week, the aid will no longer correspond to the capital disbursed by Irfis: the regional credit institution will fully bear the interest, thus relieving young people under 35 with an ISEE of less than 35 thousand euros. Furthermore, the government will put additional resources on the table.
