The new metropolitan council of Messina, in the first session the urgent change of budget

With the compact presence of the 14 directors elected last April, the first session of the new metropolitan council of Messina took place.
To preside over the Federico Basile assembly, flanked by the general secretary Rossana Carruba and the general manager Giuseppe Campagna.
The central point of the agenda was the ratification of the trade union decree n. 59 of 30 April 2025, relating to an urgent variation of the financial forecast budget 2025–2027.
The intervention made itself necessary to re -reach some accounting items following new transfers and funding, such as the contribution of the Sicilian Region of 32,000 euros intended for the protection of the natural habitats of the Tindari sites and the island of Salina, the financing of 10,000 euros for the establishment of the Special Company of Social Services, and over 224,000 euros deriving from regional accreditations previously allocated by error to another municipality and the correction of a dubbed item special tax for 55,000 euros.
During the session, the need emerged, underlined by the councilors Carmelo Pietrafitta, Libero Gioveni, Ilenia Torre, Alberto Ferraù and Giuseppe Calabrò, to strengthen the preliminary comparison on the documents to be discussed in the future.
The secretary Carruba also provided clarifications regarding the position of the managers assumed pursuant to art. 110 of the TUEL.
“I thank the councilors for the sense of responsibility shown in approving a variation of the fundamental budget and now expiring – said the president of the Metropolitan Council Basile – and I appreciated the quality of the comparison and I repeat my willingness to implement the requests raised by the various political representatives. It is important that this advice works in synergy to guarantee efficiency and transparency”.
On the same line, the councilor Felice Calabrò who showed the shared will to relaunch the administrative action of the metropolitan city, restoring centrality to a prominent body for the territory.
The ratification of the provision was approved with 9 votes in favor and 6 abstentions.
The session ended with an update on the progress of the regulation and the statute.
The secretary Carruba reported that regional regulatory homogeneity is working in the regional homogeneity between the nine former Sicilian provinces, in view of an already expected comparison this morning in Palermo in the regional assembly.
The text of the Statute, already ready, could be calendarized in one of the next board sessions, while the regulation, during the finishing phase, will be discussed and possibly amended directly in the classroom.
