The Pnrr marks time. And not even the remodulations of the Plan completed – at least those during 2023 – have produced the desired effects. Rather, “a clear and stable regulatory framework” is needed, underlines the Parliamentary Budget Office which has produced a study also in light of the innovations introduced in the new Contract Code. The research focuses on public works worth more than 40,000 euros started by Municipalities between 2022 and 2024. The smaller municipalities, less equipped in terms of equipment and human capital, were affected by the uncertainty about programming and available resources.
According to the latest data published on the Regis platform – dating back to December 5th -, the projects linked to the Pnrr and completed in Calabria are 3,796 out of a total of 11,180 and 7.7 billion allocated. Therefore, the percentage of completed works is equal to 34 percent.
