Two billion on wages and almost 3.5 in three years on the family and for the fight against poverty. And another 9 billion in the three-year period for the lowering of the second Irpef bracket from 35 to 33% as well as new funds for healthcare and the extension of the stop to plastic and the sugar tax. These are some of the novelties of the maneuver illustrated in the Council of Ministers by the head of the Economy Giancarlo Giorgetti. Here, in a nutshell, are the salient points of the maneuver which will cost 18 billion.
WAGES
To encourage salary adjustments to the cost of living, around 2 billion have been allocated in the budget law for 2026.
FAMILY
The package – which also includes the remodulation of the ISEE – provides for the allocation of approximately 3.5 billion over the three-year period for the family and for the fight against poverty. On the table is the confirmation, with possible temporal increase if resources allow it, of the three months of optional parental leave at 80% but also a social security dowry with state support for new borns.
ISEE
For the purposes of access to some subsidized services, a revision of the rules for calculating the ISEE is introduced, which affects the value of the house (probably 75,000 euros of cadastral value) and on the equivalence scales, with overall effects of almost 500 million euros per year.
IRPEF
The central measure of the new budget law looks at the middle class with a lowering of the Irpef bracket from 35 to 33%. The law will cost 9 billion over three years. The target audience should be between 28 thousand and 50 thousand euros and the benefit would reach a maximum of 440 euros per year.
BUSINESSES
Super-depreciation for business support and innovation is back: the overall value is 4 billion euros. A tax credit is also foreseen over the three-year period for SEZ companies and the refinancing of the New Sabatini.
EXTENSION OF STOP PLASTIC AND SUGAR TAX
Another year for businesses without plastic and sugar taxes. The two taxes are, in fact, still frozen for the whole of 2026.
HOUSE
The renovation bonus on the first home has also been confirmed for next year at 50% and that on the second at 36%.
HEALTH
To the refinancing foreseen last year by the budget law, equal to over 5 billion for 2026, 5.7 billion for 2027 and almost 7 billion for 2028, 2.4 billion euros are added for 2026 and 2.65 billion for the following two years.
PENSIONS
A freeze on the increase in life expectancy linked to pensions is possible, which would start from 2027 but, according to rumours, it would be selective, i.e. excluding some categories such as strenuous and early jobs. Alternatively, the hypothesis of an increase of just one month per year until 2029 is ticked.
SCRAPPING
We are still working on the details of the fiscal peace which should cover the entire year 2023. The most popular hypothesis remains that of 108 installments in 9 years; those who have never submitted a tax return would be excluded.
BANKS AND INSURANCE
The contribution that could come from banks and insurance companies in view of the maneuver should amount to around 4.5 billion. Further coverage would come from the spending review in the ministries as well as from the effects of the remodulation of the Pnrr.
