A relevant possibility also opens up for the port of Messina. The Ministry of the Environment, in fact, has decided to reopen the terms of the “Green Ports” tender, which had been issued in August 2021 by the then Ministry of Ecological Transition and which originally involved only the nine port system authorities of the Centre- Northern Italy. A call that proved to be not very productive, if not completely unsuccessful, given that 30% of the resources were not used and the ministry had to take action, reopening the deadlines for submitting the relevant applications for 30 days. The initiative concerns the quota (225 million euros out of a total of 270) reserved for the port system authorities for «interventions to reduce Co2 emissions and other pollutants connected to the combustion of fossils linked to port activities and the supply from renewable sources in port areas under the jurisdiction of the Bodies”.
Of the 225 million, around 170 were deemed eligible for award, while another ten were made available again “pursuant to the decrees revoking financing due to the renunciation of benefits by some system authorities”. At this point, therefore, there are still available financial resources “equal to 65,052,071.49 euros (28.9% of the total)”. Hence the choice to reopen the terms and the possibility also for the Strait Port System Authority to play its “chances” to intercept part of these 65 million euros available. The notice provides for “a single ranking”, which does not take into account the previous distribution principle and “the assignment of resources to the project proposals which have obtained the highest scores from the Commission and which, although deemed admissible by the latter lastly, they were not found to be financeable due to the saturation of the resources attributable to each individual Adsp”.
