An incisive intervention to protect public resources brings the delicate balance between economic development and legality back to the center of attention. In the province of Cosenza, the Guardia di Finanza carried out a seizure on real estate and land attributable to a company active in the tourism sector, as part of an investigation coordinated by the Regional Prosecutor’s Office of the Court of Auditors for Calabria. At the center, an alleged treasury damage exceeding 30 million euros.

The provision concerned seven properties and as many portions of land, attributable to the company involved in the management of a multifunctional tourist complex. At the same time, six subjects held responsible for the alleged illicit conduct received invitations to make statements, a typical act of the accounting procedure which allows the suspects to present defense briefs and documentation in their defence.
Ivitalia’s contribution to the investigations
The investigations, delegated to the soldiers of the Sibari Financial Police Group, were developed through in-depth economic and financial checks and a scrupulous documentary analysis. In this context, the information contribution coming from Invitalia, the National Development Agency controlled by the Ministry of Economy and Finance, which had managed the disbursement of public funds, was fundamental.
The strategy for accessing public financing
According to what emerged from the investigations, the company would have implemented operations and accounting maneuvers aimed at simulating an increase in share capital. This was a strategy that would have allowed access to public funding intended for entrepreneurial development, formally managed at the time by the Ministry of Economic Development and physically disbursed through Invitalia.
The resources obtained would have been used, among other purposes, for the creation of a complex tourist center equipped with a wellness center and conference hall. An ambitious project, which however, according to the accusation, would have been supported by unduly received public funds.
A fiscal damage of over 30 million euros
The tax damage, quantified at over 30 million euros, represents the heart of the dispute advanced by the Accounting Prosecutor’s Office. A significant figure, which reflects not only the economic dimension of the matter, but also the potential impact on the system of public incentives, often intended to support territorial development and employment.
Based on the elements collected, the jurisdictional section of the Court of Auditors for Calabria accepted the request of the regional prosecutor’s office, ordering the seizure of the assets, a precautionary measure aimed at guaranteeing the possible future repayment of the disputed sums.
