INPS, with circular no. 53 of 7 May 2026, provides the operational instructions for accessing the one-off allowance provided for by legislative decree no. 25 of 27 February 2026 in favor of self-employed workers and professionals who had to suspend their activity due to the exceptional meteorological events that occurred starting from 18 January 2026 in the territories of Calabria, Sardinia and Sicily affected by the state of emergency.
The compensation is recognized for the period between 18 January and 30 April 2026 and is equal to 500 euros for each period of suspension of activity not exceeding fifteen days, up to a maximum of 3,000 euros for each beneficiary.
The measure is intended for coordinated and continuous collaborators, holders of agency and commercial representation relationships, self-employed workers, professionals and owners of business activities registered in any mandatory form of social security and assistance, resident, domiciled or operating in the Municipalities identified by the emergency provision and forced to suspend work activity due to meteorological events.
The recipients of the measure include, among others, doctoral students, research fellows, doctors in specialist training, sales agents and representatives, artisans, traders, direct farmers, self-employed fishermen, professionals registered with the INPS separate management and professionals registered with private social security bodies.
To access the benefit it is necessary that the work activity had already started on 18 January 2026 and that the applicant was enrolled in a mandatory form of social security and assistance.
The application must be submitted to INPS, exclusively electronically, by 20 June 2026. Requests can be forwarded through the online service available on the website www.inps.it, by accessing the “Access point to non-pension benefits” via level 2 or higher SPID, level 3 electronic identity card (CIE), National Service Card (CNS) or eIDAS. Alternatively, the application can be submitted through the patronage institutes or the Institute’s multi-channel Contact Center.
INPS will carry out subsequent checks on the existence of the declared requirements, also in collaboration with other competent Administrations and Bodies. In case of absence of the requirements established by law, the Institute will proceed with the recovery of any sums paid unduly, without prejudice to the further consequences provided for by current legislation.
The measure is financed within the overall limit of 78.8 million euros for 2026. The Institute will monitor the applications submitted and the resources available, periodically communicating the results of the activity to the competent Ministries.
