Bridge over the Strait, the opinion of the Art on the toll tariff plan arrives

«In light of the preceding considerations and the fundamental principles of the regulatory “framework” adopted by the Authority for the sectors of competence, including the efficiency and containment of costs for users, the effective transfer of risk and the maintenance of the economic-financial balance of the concession, the Authority notes that, due to the absolute specificity of the object of the concession, as well as the uniqueness and technical, economic and financial complexity of the work to be built, the Plan examined, although it could considered adequate in the current phase of setting up and starting the project, requires the introduction and strengthening of some safeguards, both in the economic-financial plan and in the Agreement”. Thus spoke the Art.
The Transport Regulatory Authority has given its opinion on the toll rates foreseen by the “Strait of Messina” for the stable connection between Sicily and Calabria. An opinion that the CEO of the Spa, Pietro Ciucci, defines as «an important step forward, another step accomplished, in view of the new Cipess resolution which we hope will be ready by June. We are now awaiting the other opinion, that of the Superior Council of Public Works.” Opinions, we recall, which were requested by the Court of Auditors and which were part of the findings underlying the refusal, opposed by the accounting judges to the registration of the resolution of the Inter-ministerial Committee and of the agreement between the Ministry of Transport and the “Strait of Messina”.

The Plan envisaged an average per vehicle of 27.43 euros upon entry into operation of the work, expected in 2034, destined to progressively grow up to 48.71 euros in 2063, with an average annual increase of 2%. And on this point the Art recalls “the need for the tariff system to remain consistent with the principles of tariff sustainability and user protection, as well as with a correct allocation of risks”.
