Fifteen days to convene the permanent technical table and approve a timetable of interventions, otherwise the procedures for the general shutdown of services will be triggered. This is the deadline set by Fedralog to the Calabria Region in the platform of demands that will be at the center of the extraordinary meeting of third party road haulage companies, called for Wednesday 23 September, at 6pm, at the Grand Hotel in Lamezia Terme.
The association denounces serious economic and financial suffering in the sector, attributed to the fluctuation in energy costs, contractual imbalances and failure to comply with institutional commitments. The assembly will be called to examine the requests addressed to the Government and the regional council and to evaluate the declaration of the state of unrest, up to the proclamation of the general strike.
Requests to the Region: tax, IRAP and funds for vehicles
Fedralog recalls the commitments made in 2022 by president Roberto Occhiuto, which the association considers entirely unfulfilled, starting from the establishment of the permanent technical table and the support interventions for the sector.
On the fiscal front, it asks for a 50% reduction or total exemption for three years from road tax for new heavy vehicles, an amnesty for arrears of road tax with installments over 24 months without penalties and interest and a cut in the IRAP rate from 4.82% to 3.90% for road haulage companies based in Calabria.
The platform also proposes an extraordinary allocation of at least 12 million euros through the PR Calabria FESR 2021-2027, with non-repayable contributions of up to 50% to renew the vehicle fleet and vouchers of up to 10 thousand euros for digitalisation and on-board safety.
Fincalabra is asked to set up a revolving fund for working capital, with contributions to eliminate interest on loans of up to 100 thousand euros for fuel and maintenance. On an infrastructural level, Fedralog proposes to use FSC resources for three equipped and video-monitored logistics hubs in the areas of Cosenza, Lamezia-Catanzaro and Gioia Tauro-Reggio Calabria, serving safe parking along the A2 and the 106 Jonica state road.
Diesel and tariffs, the package aimed at the Government
The association is asking the Government for a reform of commercial diesel with the alignment of the Italian tax threshold from 403.22 to 330 euros per thousand litres. According to the estimates reported in the document, the measure would allow a recovery of 7.32 cents per litre.
The proposal to apply VAT only to the industrial value of the fuel, excluding excise duties, would produce a further estimated saving of 13.60 cents per litre, bringing the overall structural benefit indicated by Fedralog to 20.92 cents per litre.
The package also includes the automatic activation of the mobile excise duty, with a shield of 8 cents per liter in times of crisis, a ceiling of 20 cents per liter on the industrial distribution margin and a mandatory fuel clause. Sanctions of 2 thousand to 10 thousand euros are also requested for clients who impose tariffs below cost compared to the tables of the Ministry of Infrastructure and Transport.
The 15 day period starts from the notification of the document. By that deadline Fedralog requests the convening of the Table at the regional Citadel of Catanzaro and a binding calendar for resolutions on taxation, tenders and financial emergencies. In the absence of responses, the association announces the start of procedures for the general shutdown of services in Calabria.
