Proposal of law presented in the Regional Council for the exemption of car tax on new hybrid cars in Calabria.

Reset car tax for five years for newly registered hybrid vehicles. This is the objective of the bill filed today in the Regional Council by the group leader of Tridico President, Enzo Bruno, and signed by the group leader of the 5 Star Movement, Elisa Scutellà.

What does the proposal include?

The text aims to introduce total exemption from regional car tax for five years for petrol/electric and diesel/electric hybrid cars, including mild hybrid, full hybrid and plug-in versions, as well as hydrogen-powered vehicles.

The relief would concern newly registered vehicles, with a combustion engine of up to 100 kW and an environmental class of at least Euro 6.

The objectives of the measure

According to the promoters, the proposal has a dual objective: to encourage the renewal of the Calabrian car fleet with low-emission vehicles and to align Calabria with other Regions that already provide concessions for hybrid cars, such as Puglia, Basilicata, Veneto, Lazio, Campania and Lombardy.

The proposal originates from the initiative put forward during the electoral campaign for the 2025 regional elections by Professor Pasquale Tridico, who had proposed a reduction in car tax in light of the critical issues of the Calabrian road network.

How it would be financed

One of the central aspects of the provision concerns financial coverage. Bruno and Scutellà rule out tax increases and propose to finance the intervention through a share of the sums recovered from the fight against car tax evasion.

According to the report attached to the proposal, tax evasion in Calabria would amount to around 40 million euros per year. The idea is to allocate part of the increased revenue recovered to the exemption provided by law.

The estimated lower revenue would start from around 1.8 million euros in the first year, reaching just over 9 million euros per year when fully operational.

Automatic exemption and monitoring

The text provides that the benefit will be automatically recognized through data from the Public Automotive Registry (PRA) and the National Vehicle Archive, without citizens having to submit any application.

The exemption would also remain linked to the license plate and would continue to be recognized even in the event of transfer of ownership of the vehicle within Calabria until the expiry of the five-year period.

The proposal also introduces a monitoring clause: every year the Regional Council will have to report to the Council on the number of beneficiaries, the effects of the measure and the progress of the recovery of tax evasion.
