A bill containing measures to improve the efficiency of external lighting systems with the aim of saving energy and reducing light pollution was presented by the Regional Councilor Giuseppe Mattiani. A legislative proposal which aims precisely to promote the adoption of advanced technologies for external lighting, with the aim of obtaining positive effects on the reduction of energy consumption and light pollution: “I considered it necessary to promote a legislative intervention of this type because light pollution represents a phenomenon that has taken on growing importance in recent years, as highlighted by numerous scientific studies due to its negative effects on human health, the environment and cultural and, indeed, scientific heritage. . The spread of artificial lighting, both public and private, in many regions of Italy and Europe has transformed the nights into increasingly illuminated spaces, limiting the possibility of observing the night sky and causing significant impacts on local ecosystems. In Calabria, in a region rich in biodiversity and characterized by a strong link with its history and natural identity, the increase in light pollution constitutes a threat to the environment and the quality of life of citizens. Hence the need for a regional law that can promote the prevention and reduction of light pollution arises.”
Councilor Mattiani begins thus and continues: “The objective is to limit harmful emissions of blue light, protect ecosystems, safeguard the health of citizens, preserve the night sky, an irreplaceable cultural and scientific resource and improve energy efficiency and promote a sustainable economy. In fact, a regulation against light pollution would make it possible to mitigate these effects and also promote sustainable management of lighting in natural and urban areas.”.
The proposed law is one that, if approved, would place the Calabria Region at the forefront in Italy on this issue: “I am convinced that the proposed legislative system is important and well-articulated. I have no doubt that the Fourth Commission on Land Planning and Use and Environmental Protection led by President Raso, which already met on 16.01.2025 to examine the proposal, will show great sharing and sensitivity on the issues covered. The Calabria Region has a great opportunity, that of becoming a model Region of sustainable management, innovation and respect for the environment, but also one of the few Italian Regions to adopt a Law of this type. In fact, legislative experiences of this magnitude are still too few at present. I had the pleasure of collaborating on the legislative project with Eng.
