IV municipality of Messina, today the proclamation: names and votes of those elected with… the puzzle on the last seat

The verification operations of the 51 sections of the IV municipality concluded at 5pm yesterday, Friday 26 June, at polling station number 1 of Palazzo Zanca. If the match for the presidency saw the “Bulgarian” victory of Renato Coletta who led the South Calls North team, now all attention is turned to the official proclamation of the elected councilors, scheduled for tomorrow at 12, when the issue relating to the method to be applied for the assignment of the seats in the district council will be resolved.

In the other six municipalities already proclaimed, the same criterion was followed: assigning a coalition seat to the first of the non-elected presidents, effectively excluding a coalition councilor in a useful position. If this orientation were to be confirmed in the IV municipality as well, the Council would be composed as follows:
-South calls North and related lists: 5 seats assigned to Gianpaolo Bicchieri for the Basile Mayor of Messina list (159 votes); Santina Manganaro (347 votes) and Daniele Caliri (345 votes) from the South call for the North; Nicola Lauro of Liberi e Forti (447 votes); Stefano Fabio for Messina Protagonist (339 votes).
-Centre-left: 2 seats to Emanuele Carlo of the Democratic Party (465 votes) and Gabriele Ferrante of the 5 Star Movement (403 votes).

-Centre-right: 2 seats to Francesco Melita candidate on the Nicola Cucinotta President list (482 votes) who is the most voted candidate of all in the IV Municipality and Nicola Cucinotta (first of the non-elected presidents).
In this scenario, the last seat attributed to the Center-Right would be assigned to Nicola Cucinotta, leaving Gianmarco Luzza from the Brothers of Italy list out of the Council (460 preferences).

However, there is a second interpretation that could change the composition of the room. If the president of the seat were to opt for the “upstream” assignment of the ninth seat directly to Nicola Cucinotta, the latter would become third councilor of the centre-right, causing a domino effect on the distribution of seats. In this case, South calls North would lose one of the five seats, dropping to four representatives and Daniele Caliri would remain excluded, while Gianmarco Luzza would enter the Council as the second elected member of the centre-right.
