The President of the Republic, Sergio Mattarellasigned the bill for the recognition of benefits in favor of the victims of harmful events deriving from total or partial sagging of road infrastructures or national importance motorwaythe so -called “Morandi law”. However, he accompanied the signature with a letter addressed to the Presidents of the Chamber and Senate and to the Premier Giorgia Meloni, in which he highlighted some critical issues present in the provision. The law, approved by the rooms on 20 March, presents according to the head of state elements of discrimination that will have to be remedied. In particular, Mattarella expresses “reserves” for the limitation of the benefits exclusively to the “victims of harmful events deriving from total or partial sagging of road infrastructures or national importance motorway”, underlining both “interpretative uncertainty” of the “national importance” category, difficult to determine with clearness and the exclusion of similar benefits for the victims of sides concerning other road locations. Furthermore, in his letter, the president observes that the compliance with the principle of equality of the choice to limit the benefits to the road sagging is also “at least strongly doubtful”. Mattarella recalls, in this sense, other tragic events, such as the collapse of school buildings, citing in particular the case of an elementary school in which many children and their teachers lost their lives.
