The works to adapt and refunction the piers of the viaduct which from the Giostra junction lead to the San Jachiddu tunnel and, therefore, from the motorway directly to the Annunziata district, are at a standstill. The contract should have been announced at the beginning of the year according to a timetable communicated last October and the works started by March after the tender procedure had been carried out. Instead, everything is at a standstill because the Technical-Administrative Committee of the Supervision of Public Works for Sicily and Calabria has not yet provided technical-administrative approval of the project. The feasibility project prepared in the previous months by the company Emme Service Srl of Bolzano and presented at the end of January to the Committee of the Board of Public Works. According to some hypotheses, everything would be at a standstill because further design studies would be necessary on some connecting parts of the viaduct. An in-depth structural and design analysis of the two piles involved that the Administrative Technical Committee of the Superintendency awaits in order to proceed with the technical-administrative approval of the project. At this point, the process has stalled and everything has remained at a standstill (at least apparently) since last February. Nine months have passed and no one has managed to speed things up considering that, in the timetable, everything should have been completed within a year of the start of the works and therefore allow the people of Messina to finally and safely use the Giostra – Annunziata collector starting from the first months of next year.
On the matter, yesterday, it was the municipal councilor of the Democratic Party Alessandro Russo who asked for information on the administration with a question to the deputy mayor Salvatore Mondello. The Municipality, in fact, is the body that started the procedural process having commissioned – in 2020 – the study of the structural critical issues, preparatory to the preparation of the project. «Since the contract has not been announced and the Superintendency has not communicated further official information regarding the realization of the work – writes Alessandro Russo – we ask to know the state of progress of the work. It is objectively useful that that viaduct could have for the mobility of the area and the city because it would make it possible to reduce the traffic loads that weigh on the axis of Viale Giostra and the northern area of the city”.
What Russo is asking is “if the Superintendency is proceeding with the process of awarding the tender, if any slowdowns in the process have emerged which have led to such an extension of time”.
