Three pieces considered strategic by the Basile Administration. The first two were temporarily arranged, the third is ongoing. The mayor entrusted the general management of the Renosa-Arisme Agency and the Society of the Messina Spa Heritage, while the announcement concerning another of the investee companies of Palazzo Zanca, the Messina Social City, is in publication.
The assignment of DG to Arisme was assigned to the general manager of the Municipality, Salvo Puccio; That of the “Heritage”, to Pietro Picciolo. Basile, in its appointment, specified that there are no “conflicts of competence” for Puccio and reference is made to the pronunciation of the Anac of 2022: “The anti-corruption authority has pronounced with regard to the hypothesis of incompatibility between the role of municipal secretary and that of general manager of the special company of a Sicilian municipality stating that the special companies of the local authorities have been qualified by constant orientation of Anaac. And, as well as in -house companies, they can be considered as entities that represent real articulations of the public administration. The legal nature of public economic body of a special company therefore excludes the incompatibility envisaged by Legislative Decree 39/2013 which instead requires that one of the positions that determine incompatibility is hired in private law bodies regulated or financed by the public administration that confers the assignment.
