Municipality of Messina, the absurd case of the “not hired” employees. The Democratic Party launches a lunge: “Whoever made a mistake must pay”

They are hired by the Municipality… but they are not hired. For six employees, winners of the competition, the employment contract was regularly signed, at the beginning of June, also by the Municipality; for an employee in command, the consequent assignment was made on June 4th; two other employees, however, ended up in a real paradox: for them the hiring date was July 1st and from that day they have the badge to stamp, a regularly open contribution position at INPS and the contract signed, but only by them, not by the general director.

Who, in fact, communicated to them that “no employment relationship was established” despite the fact that “the badge for electronic registration of presence at work was delivered by the offices”. At the end of the communication, DG Puccio assured that “as soon as the financial statement and consolidated account are approved, the employment contract will be signed”. But in the meantime, precisely, limbo.

The political attack becomes almost an inevitable consequence, with the three municipal councilors of the Democratic Party – Felice Calabrò, Antonella Russo and Alessandro Russo – who yesterday wrote to the mayor, the general secretary and the general director, speaking of «paradoxical situations» in which «reality (truly grotesque) has far surpassed fantasy (even the most absurd)» and of «macroscopic errors committed in the management of municipal personnel, the responsibility for which, evidently, cannot be unloaded, as is customary and custom in the beautiful country, onto individual officials, simple executors of provisions issued by the administrative leaders, who will have to, on the other hand, together with the political leadership of the body, respond in the appropriate venues, holding the local body harmless from any harm». The Democratic councilors announce that in the next few days, «having acquired the additional documents», they will ask for the mayor, secretary and director to be convened «in the competent council commission and we will evaluate the further initiatives to be undertaken to protect the Municipality of Messina».

In fact, legal-administrative implications cannot be excluded in this affair. Starting from the possible damage to the treasuryas feared by Fp Cgil, with the general secretary Francesco Fucile and the provincial secretary Peppe Previti. The two ask some questions: «Did the general accountant communicate to all the municipal offices that in the absence of approval of the 2023 Financial Statement, no hiring could be done? Was the general director not aware that the Financial Statement has not yet been approved? Why didn’t the general secretary who assigned the staff hired on June 1 and 4 to the departments, including the employee on command, block everything? Did the employees of the office responsible for hiring receive directives regarding the lack of approval of the Financial Statement?». Pietro Fotia and Saro Contestabile of the CSA also highlight both «the psychological discomfort of the workers caused by an unimaginable fact»both «the economic damage they will suffer until they are rehired», especially «those who had benefited from the retention of their job in their previous employment», with «the loss of the right to be able to return to their previous job upon request».
