Pnrr funds for social inclusion in Messina, the CGIL reports delays

From the analysis of the data of the OpenPNRR platform on the projects of the Municipality of Messina relating to the theme of Social Inclusion, a worrying fact emerges: compared to over 25 million euros allocated, the expenditure actually incurred stops at around 2.5 million, equal to just over 10% of the total. This was reported by the CGIL Messina which highlights the delays in the use of important resources to combat social poverty and strengthen services.

Funds for 25 million for social inclusion projects

The PNRR projects dedicated to social inclusion, poverty, disability and local services amount to a total of around 25 million euros. However, the certified expenditure concerns only a few interventions, concentrated in particular on the redevelopment of sports facilities and individual co-housing projects, while the majority of social measures are still stuck at 0% financial progress.

The exception of the Fondo Fucile skate track and the “Celeste”

The exceptions are the Fondo Fucile skating rink, with expenditure equal to approximately 30%, and the redevelopment of the “Giovanni Celeste” stadium, which exceeds 43% of payments. On the contrary – notes the CGIL Messina – crucial interventions such as Housing First, post stations for homeless people, independence paths for people with disabilities, parenting support and home services have not recorded, to date, any significant expenditure.

A “serious delay”

«We are facing a serious delay – highlights the general of the CGIL Messina, Pietro Patti – because the PNRR resources for social inclusion should respond to the real emergencies of the city: poverty, marginality, disability, non-self-sufficiency. Instead, at the expiry of the Plan in June 2026, over 90% of social resources are still blocked.” For the CGIL, an immediate change of pace is essential. A city with structural poverty, as highlighted by the latest Caritas report, cannot afford to lose these resources. “It is desirable to know – continues Patti – how the Administration intends to proceed by activating a public timetable and involving the social partners”.
