The PNRR Steering Committee, chaired by the President of the Council of Ministers, Giorgia Meloni, convened by the Minister for European Affairs, the South, Cohesion Policies and the PNRR, Raffaele Fitto, took place at Palazzo Chigi, in the presence of the ministers and undersecretaries in charge, as well as of the Anci, the Upi and the Conference of Regions and Autonomous Provinces, to verify the achievement of the 37 objectives connected to the sixth installment of the new Recovery and Resilience Plan. The Control Room, at the end of a detailed verification, took note of the state of implementation of the objectives set in the sixth instalment, some also achieved in the context of the latest Pnrr decree converted into lawwhich include strategic investments linked to the creation of infrastructures for the strengthening of gas transport (Adriatic Line), the training of technical, digital and managerial skills of professionals in the national healthcare system, tax credits for the ecological transition 4.0 and 5.0, at the start of infrastructure works within the SEZ of the South.
In addition to the investments included in the sixth installment, there are also several important reforms, including measures to simplify authorization procedures for renewable energy plants, to reduce payment delays by public administration and health authorities, to the legislative framework for public procurement, to the framework law dedicated to people with disabilities and to the entry into force of legislative decrees to support non-self-sufficient elderly people. “This morning’s important Control Room – says Minister Fitto – which highlights the positive progress of investments and reforms, totally in line with the 2024 forecasts of the Plan, will allow the Government to start the procedure for the payment of the sixth installment and to activate, in the next few days, the verification and reporting activity of the 69 goals and objectives of the seventh installment, equal to 18.2 billion euros. The data on the significant increase in investments in public works, which in the South recorded a growth rate of over 50% during 2023 – continues the minister – confirm that we have fully entered Phase 2 of the Pnrr, that of the concrete implementation of investments to shape the Italy of tomorrow.“. The decision made by the Steering Committee will allow Italy to formally submit to the European Commission the request for payment of the sixth installment, equal to 8.5 billion, which will be added to the resources of the fifth installment, currently undergoing verification and final reporting.
To the renewal of the fleet for the national command of the Fire Brigade, to the digitalization of national parks, to the plan to strengthen school sports infrastructure, to the protection and enhancement of urban and peri-urban forests, to the ecological transition with the implementation of plants for the production of electricity in the agricultural/agro-industrial (agrisolar) sectors, to the remediation of illegal landfills and the consequent cancellation of infringement procedures, to the strengthening of rail connections in Southern Italy, to the completion of hiring procedures for civil, criminal and administrative courts, to the establishment of the digital tourism hub (Digital Tourism Hub) and to the digitalization of the Guardia di Finanza, which will strengthen the protection of transparency and legality on the Plan. This measure, together with those approved in the PNRR DL, will contribute to strengthening the protection of legality on the Plan. Already today, the GDF has carried out 3,683 interventions aimed at verifying the entitlement of citizens and businesses to tax credits, contributions and financing, as well as the correct execution of works and services subject to public contracts, for approximately 9.3 billion.

«I thank Minister Fitto and the mission structure for having coordinated a particularly intense week of technical meetings with the delegation of the European Commission for monitoring and verifying the progress of the Plan. We are talking about around 50 thematic tables, which saw the participation of ministries, trade union organisations, Confindustria, local authorities and all the institutions involved in the Pnrr. Minister Fitto told me of the climate of great collaboration that accompanied the work, and of the dialogue that was established between the bodies responsible for implementing the plan and the Commission’s technicians. I know that there was also a specific focus on the 37 objectives of the sixth installment and on the monitoring of the 69 of the seventh installment, also in view of the verification and reporting activity that we will start in the next meeting of the Control Room – added the President of the Council –. We are therefore leaving behind an extremely productive work, which has allowed us to confirm a result of which we are proud: Italy is in first place in Europe for objectives achieved and financial progress of the PNRR. A primacy certified by the medium-term evaluation of the European Commission, and which is the result of the many goals we have exceeded in recent months, such as the review and approval of the new PNRR including REPowerEU and the payment of the third and fourth instalments, for a total of 35 billion euros”.
