A real political earthquake shakes the municipality of Guardia Piemontese, in the province of Cosenza. With the official letter registered at no. 4402 on 10 June 2026, the mayor Vincenzo Rocchetti formally resigned his irrevocable resignation from the leadership of the organisation. A decision defined by the mayor himself as “pained and taken with deep regret”, but dictated by an obligatory sense of responsibility and by the total absence of the minimum political, financial and institutional conditions necessary to guarantee administrative activity and urban decorum.
The very harsh letter, addressed to the City Council and for information to the City Secretary Francesco Vergara, leaves no room for political mediation and is based on three emergency pillars now considered insurmountable:
Employment emergency and maintenance paralysis
The first major issue is linked to the deadline of June 30th, the date which will mark the end of the line for the Social Inclusion Trainees (TIS) employed by the Municipality. The lack of stabilization and the impossibility of contracting these operational units will lead, the Mayor reports, to the total emptying of the technical and operational offices. Without this staff, the Municipality will find it materially impossible to plan and guarantee the cleaning of the area and ordinary maintenance. “I am not willing to preside over an administration condemned to structural paralysis”, the mayor forcefully underlined.
The clash with the Auditor
The second point of friction occurs on the internal financial management front. The Mayor openly accuses the Audit Body of having implemented “technical-financial obstructionism” through continuous and reiterated negative opinions deemed unmotivated. According to the Mayor’s thesis, the control body would have gone beyond the normal perimeter of auditing, transforming itself into a paralyzing block for vital budget changes and maneuvers, despite the solidity of the technical solutions formulated by the municipal financial offices.
Isolation by supra-municipal bodies
Finally, the final thrust is aimed at multilevel politics. Guardia Piemontese, as a local body, complains of having been completely abandoned to itself in the management of this complex social and structural crisis. The promises of intervention made in recent months by higher institutional levels would have resulted, according to the mayor, in a “deafening regulatory and financial silence”.
Pursuant to art. 53, paragraph 2 of Legislative Decree 267/2000 (TUEL), the 20-day window within which the resignation will become effective and irrevocable now opens, officially paving the way for the prefectural commissioner of the Calabrian institution.
