“I am not prejudiced against the institution of the so-called “Single City”. It is unthinkable to do it coldly, without a program, projects and field testing of the common management of services, which is a very complex and difficult thing. The testing can be done by resorting to the Institute of the Union of Municipalities, expressly provided for by the laws in force, with the participation of the Municipality of Montalto and the interested municipalities located to the south, east and west of Cosenza. After that, the tested project is submitted to the judgment of the citizens, through the celebration of a decisive referendum and not simply consultative. In this way, the citizens would give an informed vote. If the Union has worked well, the merger will be approved. If not, it can easily be dissolved. Following the path of cold fusion would be irresponsible; among other things, it would force the citizens of Rende and Castrolibero to pay the huge debt of Cosenza”.
