The “new” autonomy is taking shape but doubts and tensions remain intact after the approval – in the Council of Ministers – of the delegated bill relating to the so -called LEPs, the essential levels of performance. The last measure launched at Palazzo Chigi assigns the executive the task of adopting legislative decrees to define the LEPs, or the minimum services of services that serve to guarantee social and civil rights uniformly in the country.
Practical note yet a harbinger of “stumbles” for Minister Roberto Calderoli who had imagined to shape them through a DPCM, on the basis of the studies carried out by the commission of experts led by Sabino Cassese. A path sanctioned by the Consulta in the sentence of last December which, in fact, “disassembled” the original system of the reform.
