Ukraine, summit of the “Willing” in Paris: US support in the event of a Russian attack and security guarantees in the post-war period

At the Elysée, the meeting of the Coalition of the “Willing” around Emmanuel Macron, with the presence of the American emissaries Steve Witkoff and Jared Kushner, over 30 heads of state and government present.

The United States is ready to guarantee “support” to the future multinational force in Ukraine “in the event of an attack” by Russia. This is what emerges from the draft of the final declaration of the meeting of the “Willing” which brings together European leaders and US officials committed to outlining the framework of security guarantees for Kiev. According to the document, Washington also says it is available to “monitor” the ceasefire in Ukraine, in coordination with European countries. A commitment that strengthens the role of the United States in the delicate balance that should accompany a possible peace agreement, still to be built, but already at the center of intense diplomatic negotiations.

As Bloomberg reports, the aim of the talks is to finalize an agreement on security guarantees which could also include the presence of American troops on Ukrainian territory in the period following the war. A possibility which, if confirmed, would represent a significant change of pace in the Western posture, with the declared intent of ensuring the duration and credibility of any agreement with Moscow.

However, many unknowns remain. It is not yet clear, Bloomberg points out, what the concrete role of US forces would be or where they would eventually be deployed. The ongoing discussions between European countries revolve around the hypothesis of a multinational “reassurance force”, designed as a deterrent against new Russian aggression, with the Ukrainian army called to lead the defense on the front line.
