The 2023 budget law established a fund, increased in 2024, intended forpurchase Of basic food necessitiesOf fuels or, alternatively, of subscriptions to local public transport services.
The new social card “Dedicated to you” is a measure intended for families resident in Italy, in possession of the following requirements (inter-ministerial decree 4 June 2024):
- registration of all members of the family unit in the municipal registry;
- valid ordinary ISEE certification, with an indicator not exceeding 15 thousand euros per year.
The beneficiaries do not have to submit any application, but are identified automatically, within the limits of the cards assigned to each individual Municipality, among those who possess the required requisites, ordered on the basis of specific priority criteria indicated by the decree, which take into account households composed of at least three members, minors (with precedence for the youngest) and with the lowest ISEE value.
The measure consists of a financial contribution per family unit of 500 eurosissued starting from from September 2024 through electronic payment cards, prepaid and rechargeable, made available by Poste Italiane SpA. Basic food necessities (indicated in Annex 1 of the decree) can be purchased at affiliated commercial establishments.
How to get the Card Dedicated to You
The Carta Dedicata a Te cannot be requested directly by the citizen. The beneficiaries are selected by INPS and the Municipalities. The latter are the ones who notify the interested parties of the assignment of the benefit and the instructions for collecting the card at any Post Office.
To collect the card, you must present the communication received, a valid identity document and the tax code.
1. Requirements for Access to the Benefit
The beneficiaries of the measure in question, who do not have to submit an application, are, pursuant to Article 2 of the DI 4 June 2024, citizens belonging to family units, resident in Italian territory, in possession of the following requirements on the date of publication of the same inter-ministerial decree (24 June 2024):
- Registration of all members of the family unit in the Resident Population Registry (Municipal Registry);
- Ownership of an ordinary ISEE certificationpursuant to the decree of the President of the Council of Ministers of 5 December 2013, n. 159, currently valid, with an indicator not exceeding 15,000.00 euros per year.
The contribution is not due to households that, on the date of entry into force of the Decree of 4 June 2024, include recipients of the Inclusion Allowance, Citizenship Income, Shopping Card or any other social inclusion or poverty support measure that provides for the provision of a financial subsidy at national, regional or local level. Furthermore, it is not due to households in which at least one member is a recipient of NASPI, DIS-COLL, Mobility Allowance, Solidarity Funds for Income Integration, Earnings Integration Fund (CIG) or any other form of wage integration or support in the case of involuntary unemployment, provided by the State.
2. Amount of Economic Benefit and Method of Payment
The measure consists of a financial contribution per family unit of a total amount equal to 500.00 eurosprovided through electronic payment cards, prepaid and rechargeable, made available by Poste Italiane SpA through its subsidiary Postepay. The cards, assignable in a total number of 1,330,000, are delivered to those entitled at post offices authorized for the service, are nominative and made operational with the crediting of the contribution starting from September 2024. The first payment must be made by December 16, 2024under penalty of forfeiture of the benefit (see art. 5, paragraph 4, of the DI). The sums must be used entirely within and no later than February 28, 2025 (see art. 8, paragraph 1, of the DI).
The contribution is intended for the purchase of basic food necessities (indicated in Annex 1 of the DI), with the exclusion of any type of alcoholic beverage, and the purchase of fuel, as well as, alternatively, subscriptions to local public transport services (see Article 3 of the DI). This contribution can be spent at commercial establishments that sell food products and, for fuel, at companies authorised to sell, identified by a specific agreement signed by the competent General Directorate of the Ministry of Agriculture, Food Sovereignty and Forestry (see Articles 10 and 11 of the DI).
3. Procedure for Identifying Beneficiaries and Expected Terms
INPS, within thirty days from the publication of the DI 4 June 2024 (therefore by 24 July 2024), makes available to individual Municipalities, through a specific web application, the lists of beneficiaries in possession of the requirements set out in Article 2 of the aforementioned DI, identifying the family units resident in each Municipality on the basis of the data processed according to the following criteria, in decreasing order of priority:
- Family units composed of no fewer than three members, at least one of whom was born before 31 December 2010; priority is given to units with the lowest ISEE indicator.
- Family units composed of no fewer than three members, of which at least one was born before 31 December 2006; priority is given to units with the lowest ISEE indicator.
- Family units composed of no fewer than three members; priority is given to units with the lowest ISEE indicator (see art. 4 of the DI).
The Municipalities, no later than twenty days from the publication of the lists on the dedicated web application, they consolidate these lists after having verified the residence and any incompatibilities with other local measures received by the households (see articles 4 and 7 of the DI).
After the twenty-day deadline, INPS makes these lists definitive within ten days and transmits them to Poste Italiane SpA for the provision of the cards, via Postepay (see art. 7 of the DI).
Subsequently, INPS provides the Municipalities with the identification number of the cards to be included in the communications to the beneficiaries to inform them of the allocation of the contribution and the methods of collection at the authorized post offices. Each Municipality will prominently publish on its website the list of beneficiaries of the card referred to the territory of competence.
4. List Management Modes
The following functions are made available in the web application:
- Beneficiary selection from the “list of beneficiaries selectable by the Municipality”. It is possible to move a beneficiary to the “list of selected beneficiaries” and restore him/her to the original list.
- Beneficiary exclusion in the event that the family unit does not meet the required requirements. The exclusion of a beneficiary can only occur following verification by the Municipality of the absence of the right to the contribution.
- Core transfer: allows you to verify the requirement of residence in the territory. If the ANPR confirms a different residence, the beneficiary is transferred to the list of the Municipality of actual residence.
- Change of residence address and/or postal code: allows the Municipality to correct any inconsistencies in the beneficiary’s residential address.
- Consolidate beneficiary lists: defines the final freezing of the beneficiary rankings.
The operating instructions are published in the web application in a specific user manual available in the “Guides and Attachments” section.
5. Access Methods to the Web Application
Access to the service is made available to Municipalities on the INPS institutional website in the thematic area “INPS and Municipalities” in the “Citizen Services” menu, selecting the “Services” item and then “Card dedicated to you”.
To access the web application, Municipalities must request authorization with the specific form “MV62”, to be sent via PEC to the territorially competent INPS Structures, together with a copy of the identity document of the operator for whom authorization is requested. The form “MV62” can be found on the INPS institutional website in the “Forms” section.
Requests for authorization must not be submitted by operators of Municipalities already authorized last year. Municipalities must promptly request the profiling of operators, while the Heads of the INPS Territorial Structures must give priority to requests for authorization and technical support.
