The Uil and Uil Fpl of Messina have presented a formal request for access to the documents to the competent bodies-including the Ao Papardo, the Seus 118 Operations Center of Messina, the Seus Directorate of Palermo and the Regional Health Department-regarding the technical stops that would have affected several stations of the emergency-urgency service in the province of Messina between June and August.
According to what reported by the union, the disservices would have been caused by a structural deficiency of staff, with possible negative consequences on citizens’ safety and respect for Lea (essential assistance levels).
In the note sent to the institutions, the UIL asks for detailed documentation concerning:
the complete list of technical stops recorded in the period, with indication of dates, locations and motivations;
the shifts of the staff employed;
the service provisions relating to the participation of SEUS personnel in non -strictly health activities (such as events or promotional events);
the reporting of the working hours dedicated to these activities and the related economic covers;
The criteria adopted for the management of human resources, in particular for the coverage of shifts and external uses.
The union also reports cases in which staff would have been authorized under the wording “great emergencies”, but used in non -emergency support activities, while some stations were closed due to the lack of operators. A circumstance that, if confirmed, would represent – according to UIL – “an improper use of public resources and a violation of the principles of efficiency and impartiality of the administrative action”.
In light of the critical issues that emerged, the Uil Messina considers it necessary to open a reflection on the current management model entrusted to Seus Scpa, assuming alternative solutions already adopted in other Italian regions, such as the direct management of operational central structures by public health structures, in order to guarantee:
greater adherence to the needs of the territory;
integrated personnel management;
reduction of indirect costs;
clearest and most traceable administrative responsibility.
The union announces to wait for answers within the terms of the law, reserving the right to undertake further trade union, institutional and judicial initiatives if adequate feedback does not come or further critical issues should emerge.
