«Organizational measures aimed at guaranteeing the effectiveness of the right to health and territorial equity in access to health services in mountain areas, in internal areas and in areas characterized by particular difficulty in accessing health services». This is what is foreseen in a regional law proposal from the centre-right majority aimed at functionally strengthening health facilities in internal areas.
The signatories and the institutional process
Presenting it were regional councilors Domenico Giannetta (Fi-first signatory), Angelo Brutto (FdI), Pierluigi Caputo (Occhiuto President), Giuseppe Mattiani (Lega), Vito Pitaro (We Moderates), Rosaria Succurro (Occhiuto President) and Gianpaolo Bevilacqua (Lega). The bill was assigned to the third commission of the Regional Council for the merit examination and to the second commission for the financial opinion.
The context and the Calabrian garrisons involved
The PDL – we read in the explanatory report – «intervenes on a structural criticality of the health service of the Calabria region, progressively determined following the reorganization processes of the hospital network started with the implementation of the plan to reduce regional health deficits, recognizes the strategic role of the hospital and territorial units and of the hospital establishments in the mountain territories and in the internal areas of Calabria, with particular reference to the areas characterized by greater difficulty in accessing health services and territorial and demographic fragility: the legislation – continues the report – does not introduce new hospital structures nor determine automatic changes to the regional hospital network, but promotes the maintenance and functional strengthening of the already existing facilities, in particular those of Acri, San Giovanni in Fiore, Serra San Bruno, Soveria Mannelli and Oppido Mamertina and the hospital establishment of Rogliano.
Organizational model and financial impact
The PDL – we further read – «promotes an organizational model based on cooperation between healthcare companies, integration of clinical networks, shared use of healthcare technologies, continuity of care and development of innovative local healthcare systems, in compliance with the principles of appropriateness, sustainability and safety of care». According to the promoters, the proposed law does not entail new burdens for the Region’s budget.
