The Court of Auditors has opened a request for referral to the collegial body, regarding the Cipess resolution for the approval of the Bridge over the Strait of Messina. This was learned by AGI, which examined the document. The header of the document states that considering «the doubts of legitimacy that emerged following the examination of the provision have not been overcome», «a request for referral to the competent collegiate body is made, with which the contents and conclusions are shared».
The deadline, the text specifies, “for the definition of the control procedure is 7 November 2025”. The document from the Court of Auditors states that “doubts remain” on the Euro-unitary principles of “competition”, in light of the “significant changes that have occurred in the original project and in the new works and variations subsequently envisaged”. Critical issues are also raised regarding “the substantial changes that have occurred with respect to the methods of financing the work originally remitted to capital, including private capital, and currently based on public finances”.
In the conclusions it is therefore noted that «the opportunity to refer the evaluation of CIPESS resolution no. to the competent collegiate body is envisaged. 41/2025 and its compliance with the reference regulatory framework as well as with the Euro-unitary principles”.

In relation to the examination and subsequent registration by the Court of Auditors of the CIPESS resolution of 6 August approving the definitive project of the bridge over the Strait of Messina, the Court itself communicated to the competent institutions – Presidency of the Council – DIPE, Ministry of Infrastructure and Ministry of Economy – the decision to submit the evaluation of the resolution to the competence of the collegiate seat of the Court (Central Section), setting the date of the session for next 29 October. This decision, which does not entail an extension of the time required for completing the registration procedure for the CIPESS resolution which remains set for November 7, derives from the opportunity to carry out further checks, compared to the clarifications already provided.
