The Observatory of Employment and Labor Policies was published today. The report covers the period from 2020 to 2024 and is divided into active, passive and other measures. The complete data is available at the link https://servizi2.inps.it/servizi/observatoristatistici/10, in the “Data and balance sheets – Statistical Observatories” section of the website http://www.inps.it.

Active Policies

In 2024, the average number of workers benefiting from active policies was approximately 3,279,000 overall, recording a decrease compared to 2023 (-2.3%).

Stabilizations and incentives for permanent employment are growing, with an average of over 508,000 beneficiaries in 2024 (+7% compared to the previous year).

The application of the new contribution exemptions introduced by law 178/2020 continues, aimed at mitigating the negative effects on employment resulting from the Covid-19 emergency, including total exemptions for young people and women.

However, the applicability of the Southern Contribution Relief, which provided for a contribution relief to encourage employment in disadvantaged areas of the country and was applicable to the generality of employment relationships, ceases in June 2024.

Passive Policies

In 2024, agricultural unemployment payments show a decrease compared to the previous year of -2.3%.

The number of NASpI treatments underwent an overall change compared to the previous year of +6.5%. For DIS-COLL, in 2024 there will be an increase of 10.6% compared to the previous year.

Other Measurements

In the five-year period 2020-2024, the beneficiaries of mobility allowances show a sharply decreasing trend, due to the process of harmonization of unemployment treatments provided for by law 92/2012, which led to the definitive suppression of this measure from 1 January 2017. The category of socially useful workers is also being exhausted.
