Local public transport: the municipalities of Cosenza, Rende and Castrolibero towards the launch of the Urban Area territorial scope

Immediately launch the Urban Area territorial scope for local public transport services. This is what emerged following a meeting, held at Palazzo dei Bruzi, between the transport councilors of the Municipalities of Cosenza, Rende and Castrolibero, Damiano Covelli, Andrea Cuzzocrea and Francesco Serra. Also at the meeting table were the manager of the road, transport and mobility sector of the Municipality of Cosenza, Francesco Azzato and the manager of the land and environment sector of the Municipality of Rende, Marco Di Donna.

During the meeting, the path that first led to the establishment of the Regional Transport Authority of Calabria (ArtCal) as the governing body of the single regional basin in the field of local public transport was recalled, and then to the possibility, recognized to ArtCal, of establishing, upon a joint proposal from the local authorities involved, the territorial areas of Urban Area. It was also recalled that all three Municipalities approved the agreement for the establishment of the Urban Area Territorial Area pursuant to article 30 of Legislative Decree 267 of 2000 for the associated management of technical and administrative functions and services in the field of local public transport. The timetable for the implementation of the common activities envisaged the establishment of bodies such as the Urban Area Committee of which the three Mayors of Cosenza, Rende and Castrolibero are members and which is responsible for, among the main functions, the choice of programmatic directions and control of the associated management of services, the establishment of the common Office of the Urban Area, the approval of the Urban Plan for Sustainable Mobility in the Urban Area.

The political will to reach the establishment of the common office as soon as possible with the approval of the Municipality of Rende of the consequential acts was reiterated. The period of administration in Rende had slowed down the procedures. Hence the need to accelerate so that the path is completed in the shortest possible time. During the meeting, the councilors Covelli, Cuzzocrea and Serra agreed to speed up the procedures for the establishment of the Area which will allow us to finally start planning the local public transport system for the entire area. The first fundamental tool is the Urban Sustainable Mobility Plan (PUMS) which will allow all aspects relating to the urban mobility system to be defined, making all the service structures in the area effectively interconnected. The planning of the interventions necessary to access the funding provided for the construction of urban mobility infrastructures is oriented in this direction.

The representatives of Cosenza, Rende and Castrolibero agreed that the routes established by the Urban Plan within the territory of the three Municipalities must obviously have the unanimous approval of the three Mayors. The financing to which the three municipalities will have access will also include the construction of works for “light mobility” (cycle paths and other sustainable mobility systems).
