«This morning I filed a question with Occhiuto and Montuoro to ask for immediate clarity on the dramatic affair affecting the Davoli Marina seafront. A public work costing 250 thousand euros, financed with funds for the weather emergency, which today finds itself formally placed under judicial seizure for approximately 750 meters following complaints of alleged environmental offences”. This was declared by Elisabetta Barbuto, regional councilor of the 5 Star Movement in Calabria.

«The documents and photographic documentation produced by the opposition municipal councilors of the “Davoli Libera” group – explains the councilor – outline an extremely serious picture. Instead of proceeding with the regular sorting and transfer of the demolition waste materials to an authorized landfill, as expressly provided for by the regulations and the project documents themselves, residues of concrete, bricks, dust and rusty metal reinforcements would have been buried and hidden under the sand on the beach and in the containment embankment. We are talking about special waste abandoned on a coastline subject to landscape restrictions and of great environmental value, with the real risk that at the first winter storms such debris will end up directly in the sea”.

The inspection initiative of the M5S representative also puts the spotlight on the administrative steps and financial disbursements of the Regional Civil Protection. «What appears even more disconcerting and on which the Regional Council will have to give precise answers – insists Barbuto – are the timing with which the Civil Protection commissioner structure acted. With Decree no. 7B/1180 of last September 10th, the Region paid a balance of 263 thousand euros to the Municipality of Davoli as reimbursement for emergency sums, precisely in the days in which the news of the complaints to the NOE of the Carabinieri was in the public domain and while the conditions were maturing for the judicial seizure of the area pursuant to art. 321 cpp How is it possible that the funds were disbursed without checking whether the works conformed to the environmental authorizations (AUA and ARPACAL opinion) and without ascertaining the state of the places?

With the question presented, Councilor Barbuto formally asks the President of the Council and the Environment Department: to clarify which preliminary checks were carried out before authorizing the final payment of public funds; to immediately activate ARPACAL and the regional departments responsible for an extraordinary technical inspection, including core sampling and stratigraphic tests on the Davoli beach, in order to quantify the special waste present and secure the coastal ecosystem; to evaluate the adoption of self-defense measures to suspend or revoke the financial benefits provided for a work that has ended up under criminal seizure, protecting the Region from possible fiscal damage.

«The protection of our territory, the health of citizens and transparency in the use of public money dedicated to emergencies are non-negotiable. We demand immediate responses and concrete actions” concludes the M5S regional councilor.
