«The S. Anna Reception Center in Isola Capo Rizzuto represented a questionable legal unicum as it carried out roles and functions that would not have been compatible with its legal qualification». This was stated by the deputy of the 5 Star Movement Anna Laura Orrico. «As reported – says Orrico – by the Association for Legal Studies on Immigration, which carried out an authorized visit on site, in the former Cara not only practices took place which prevent substantial access to correct legal information aimed at allowing foreign people to have full knowledge of their rights and their legal status, as provision was made for the reception of unaccompanied foreign minors who could not be hosted. Both because the legal configuration of the structure did not allow it and because, within it, there was a failure to activate the specific services provided for this category of people such as reception facilities dedicated to them, compliance with the regulations in terms of reception and of asylum and correct carrying out of the procedures for appointing the guardian who cannot be temporary. All circumstances that led to the substantial and informal illegitimate detention of the same. Now – the note continues – that the infamous Cutro 2 Decree has been approved by a majority in Parliament and that migrants over 16 will be able to be held in reception centers for adults, the conditions of foreign minors hosted will inevitably worsen throughout the country. This is why – concludes Anna Laura Orrico – I presented a question to the Minister of the Interior Piantedosi to verify, especially in light of the new regulatory provisions, respect for human rights and international regulations regarding the reception and protection of migrants at the Isola Capo Rizzuto reception center and, in particular, whether the treatment reserved for unaccompanied foreign minors complies with compliance with the European Convention on Human Rights”.
