Omnibus decree approved by the Council of Ministers. Taxes, local authorities and flat tax: here’s what changes

The Council of Ministers has approved the omnibus decree law covering various areas, from taxation to local authorities, including a contribution for the displaced people of the Vele di Scampia and the increase of the flat tax for the “Scrooges” who transfer their tax residence to Italy from 100,000 to 200,000 euros. Daria Perrotta has also been appointed as the new State Accountant, the first woman to hold this position, as underlined by the Minister of Economy Giancarlo Giorgetti.

The decree, composed of 25 articles, also provides for the extension to September 30 of the deadlines for the regularization of discrepancies for ISA subjects and the postponement to November 30 for the redetermination of land purchase values. Other measures include insurance protection for students and teachers for the 2024/2025 school year, the release of 50 million from the Fund for ordinary university financing and an increase of 1 million for merit colleges. In addition, the Fund for national emergencies is refinanced with 150 million for 2024.

For families displaced after the collapse of one of the Vele di Scampia, a contribution of up to 1,100 euros per month is foreseen, paid by the municipality of Naples until 31 December 2025, variable based on the family size and with a supplement for the elderly and disabled.

The Minister for European Affairs Raffaele Fitto addressed the issue of seaside resorts, underlining the complexity of the confrontation with the European Commission. Furthermore, the fund for tax credits for businesses in the Zes was increased from 1.6 billion to over 3.2 billion euros, responding to criticism and requests for greater investments in the South.
