Region, approval from the Council for infrastructure interventions for the ports of Diamante and Paola

The Council of the Calabria Region, in today’s session, on the proposal of the president, Roberto Occhiuto, on the basis of the investigation of the regional departments for Cohesion Policies and for the South and Unitary Programming, directed the Planning department to identify the resources necessary for the construction, renovation and completion of the pier for recreational craft in the Municipality of Diamante and for the construction of the tourist port of Paola “Marina di San Francesco di Paola”. The proposal to the Regional Council of the bill “Settlement of the forecast budget of the Calabria Region for the years 2025-2027” was also approved, which guarantees the financial coverage of compulsory expenses and the necessary adjustment of budget allocations. Again on the indication of President Occhiuto, following the entry into force of the new regulation for the organization of the administrative structures of the regional body, the Council defined the departments responsible for all communications, relating to both technical and political aspects, to the Conference of Regions and Autonomous Provinces. The guidelines for optimizing information flows relating to the participation of the Calabria Region in the State-Regions Conference were also approved. Furthermore, with another act of President Occhiuto, the members of the Regional Statistical Commission were identified, as set out in article 5, Regional Law 11/2024 regarding the “Discipline of the Calabria Statistical System – SiSCal”.

The Commission will be composed of: the head of the Regional Statistics Office, who chairs it; a representative of the Regional Council, of the Union of Italian Provinces (Upi Calabria), of the National Association of Italian Municipalities (AnCi Calabria), of the Union of Chambers of Commerce, Industry, Crafts and Agriculture, of the Prefectures – territorial offices of the Government of the Calabria region, of the territorial office of Istat; a university professor expert in statistics for each university and from the Institute of Higher Artistic, Musical and Dance Education (Afam). The Commission will operate free of charge and without additional costs to the regional budget. At the request of vice president Filippo Mancuso, the Council took note of the Agreement sanctioned in the Joint Conference on 27 March 2025, which updates and standardizes the national building forms.

The Region thus implements the new unified modules – including Certified Report of Commencement of Activity (Scia), Building Permit, Certified Notice of Commencement of Work (Cila), Scia as an alternative to the Building Permit, Certified Report of Occupancy (Sca) – adapting them to the rules of Legislative Decree 69/2024. The provision ensures digital and simplified management of construction practices by the Municipalities participating in the CalabriaSUE portal. The Infrastructure department has been responsible for ensuring the application of the aforementioned unified and standardized modules, through their inclusion on the regional platform www.calabriasue.it. The Council also decided, on the joint proposal of the councilors Marcello Minenna (Budget and Heritage, Programming of National and Community Funds, Digital Transition) and Antonio Montuoro (Legality and Security, Valorisation of confiscated assets) to direct the Unitary Programming department to identify the resources available for the financing of the interventions “Digitisation of the health IT system” and “Regional strategy for the valorisation of assets confiscated from organized crime through cohesion policies – refunctionalization of confiscated properties”, for the amount respectively of 20 million euros to be allocated to Axis 2 and 2,500 million to Axis 9 of the Poc 2014-2020, activating the reprogramming procedure by remodulating the financial plan of the Programme. In terms of the budget, other important measures by councilor Minenna were also approved. With a provision it was decided to include 18 million euros in the budget.

The request, approved and formulated by the “Tourism, Territorial Marketing, Local Public Transport and Sustainable Mobility” department, has the objective of guaranteeing financial coverage of the following Actions: 2.8.1 “Support for the improvement of the collective transport system”, with 15 million euros; 2.8.3 “Support for Sustainable and Light Mobility”, with 3 million euros. With another resolution, at the request of the regional Unitary Programming department, the budgeting – in the years 2025, 2026 and 2027 – of 4 million euros assigned to the Calabria Region by the Presidency of the Council of Ministers, Department for Cohesion Policies and for the South was arranged. The resources are aimed at implementing the project “Reengineering and simplification of the processes and organization of the Administration to improve the implementation of the programs co-financed by the European Structural and Investment Funds, under the national program Capacities for Cohesion 2021-2027.
