Not a surprise, but certainly a sad confirmation. In Calabria has a record of non-collection of local taxes. Municipalities are unable to collect the amount expected from Imu, Tari and additional Irpef. In the latest “Financial Report on Local Authorities” by the Court of Auditors, the collection quotas for the Municipalities of this region stand, in the two-year period 2021/2022, at around 31-35 percent. Needless to say, it is the lowest percentage in the country. The Campania regions follow, at around 40-47 percent, then those of Lazio which navigate between 50 and 57 percent.
The bottom line is that, in many cases, municipalities are forced to deal with budget holes that make it difficult to ensure even basic services. Just think that the difference between what could be collected and what actually reaches the coffers of the local administrations of Calabria is more than 200 euros per inhabitant. It is even worse with water rates, nursery school and school canteen fees, and rents for municipal buildings.
These are data, the Court of Auditors recalls, consistent with those of the “Report on the unobserved economy and tax and contribution evasion year 2023” attached to the Nadef, which estimates, for 2021, the IMU tax gap at an amount of approximately 5.1 billion euros, equal to 21.4 percent of the theoretical IMU revenue, but with very strong territorial differences: it varies from 40 percent of the theoretical revenue in Calabria to 10.9 percent in Emilia-Romagna.
