The Calabria Regional Council approved the regional law of contrasting the phenomenon of gender violence in today’s meeting that replaces the previous legislation.
The President of the Regional Council Filippo Mancuso He expressed satisfaction with the approval of the regional law that “represents a fundamental pillar for the protection of women’s rights. The law aims to offer a wider and wider regulatory framework to face the phenomenon, including abuses on people with disabilities, in addition to the rehabilitation of men responsible for acts of violence. With the approval of the new legislation, the Regional Council continues to demonstrate great attention and awareness of the phenomenon that affects women who undergo both unravel Moral “.
“Since the start of this legislature, the Regional Council – has highlighted Mancuso – has made available, in this battle of civilization, its prerogatives and constituted the bodies responsible for dealing with it and which, in various circumstances, have produced tangible actions; I refer, specifically, to two editions of the general states against violence against women and the inter -establishing protocols for a minorious monitoring of the phenomenon and for assign, in agreement with the Aterp, public residences to be allocated to women victims of violence and their children “.
Mancuso found “the attention of the law on anti -violence centers, structures that play a crucial role in supporting women victims of violence and offer a safe environment, in which women can receive listening and emotional support and share, through group meetings organized, their experiences and, therefore, to collect mutual support so as to start reconstructing their lives, found” shared. With ever greater strength and determination, to build a future free from violence and free from any form of abuse on women “.
Of a completely different opinion Amalia Bruni, Regional Councilor of the Democratic Party, intervening in the Regional Council on the text of the law under discussion regarding the contrast to violence against women. “Faced with a dramatic phenomenon such as gender -based violence, Calabria – he said – can no longer afford delays, nor temporary solutions. We had the opportunity to turn the page with a structured law, instead today we find ourselves discussing a weak proposal, which does not exceed the critical issues of 2007”.
Bruni wanted to start his intervention by remembering the action of a nonviolent protest put in place in Rome on June 16 by the feminist movement “We burn everything”, which denounced the chronic deficiency of anti -violence centers in Italy and the impossibility, for many women, to concretely access tools such as the income of freedom. “It is in this dramatic national context that our debate is inserted in Calabria,” said Bruni. “A region in which an 18 -year -old law still applies, with undersized services and a strongly uneven distribution, as shown in critical issues in territories such as Vibo Valentia and Crotone”.
The councilor recalled the Istat data that speak of over 61 thousand requests for help received from the Cavs in a year, and of funding equal to an average of 464 euros for each woman followed. “A fact that highlights the insufficiency of resources against the scope of the problem,” he added.
Bruni then retraced the contents of the bill presented by the PD group, the result of a large listening work with operators, associations, anti -violence centers and refuge houses. «We wanted to move from precariousness to programming, with certain resources and a single regional fund of 3.2 million euros, already available but never organized systemically. We wanted clear rules for the recognition of the refuge houses, for the homogenization of services, to give continuity to the prevention and reception activities. In the proposal approved by majority, however, all this is missing ».
During his intervention, Bruni reiterated that the proposal of the junta, adopted as the basic text by the third commission, keeps the weaknesses of law 20/2007 intact: no three -year programming, fragmented funds, services still linked to annual projects and an unclear direction. “So the structures are condemned to uncertainty – he said – and they leave without protection who needs most”.
“A law on the fight against gender -based violence – he concluded – must be an act of responsibility, not a facade operation. A forward shot was needed, a concrete commitment to build a solid and stable prevention and protection system. Instead today we are faced with a law that does not solve the problems of the past and does not really look to the future. Calabria, once again, loses an opportunity. “
