Vibo, Police Commissioner Ruperti’s 2024 budget. A targeted territorial control activity

This morning the police commissioner of the Province of Vibo Valentia Rodolfo Ruperti met with journalists to communicate the results of the state police activities carried out in the province in the year that is coming to an end.
In commenting on the data, the commissioner noted that these are substantially in line with the trend of previous years.

Control of the territory

A first reference concerned the territorial control services, with the main aim of ensuring effective preventive and repressive action against possible criminal conduct. The operational activity, aimed at ensuring constant supervision of the territory, was carried out by developing a precise plan for the use of the squad cars of the General Prevention and Public Rescue Office of the Police Headquarters, as well as of the PS Commissariat of Serra San Bruno and of the Permanent Tropea Police Post. Furthermore, the services coordinated by the Police Headquarters, with a view to the coordinated territorial control plan, have always been carried out with great operational synergy with the other law enforcement agencies. This activity was implemented through devices used by the local Police Headquarters which also saw the full involvement of the Crime Prevention Department crews who further implemented the territorial control data and the activities carried out.

The great commitment made by the state police patrols has led to a massive and incisive control activity of the territory. Great attention on the part of the crews was in fact paid to the control of suspicious subjects or in any case burdened by police prejudice or stopped near sensitive objectives, who, where the circumstances required it, were subjected to searches following which sometimes weapons or objects capable of offending or narcotic substances were found or seized. Consequently, numerous subjects were both referred to the judicial authorities in a state of freedom and those arrested.

Prevention measures

Numerous prevention measures have been put in place, with reference to which an increase has been recorded.
They were issued as follows:
oral warningssuch measures aimed at guaranteeing public order and safety with which the Police Commissioner invited individuals deemed socially dangerous to conduct themselves in compliance with the law and social life;
no return bans or compulsory expulsion orderwhich orders those who do not have a connection with the territory, be it work, residence or otherwise, to leave the Municipality where they have been the perpetrators of behavior deemed socially dangerous;
DASPO. (ban on access to sporting events)as a ban on access to the places where the specifically indicated sporting events take place and to those, always specifically indicated, interested in stopping, transiting or transporting those who participate or attend the competitions themselves;
DASPO. Out of Contextthe latter measure issued against people who become protagonists of criminal events outside the context of a sporting event, but who are burdened with the measure as they could potentially create disorder even during sporting events;
DACUR. (or DASPO. “Willy”), i.e. measures that have affected individuals who commit crimes against people in the vicinity or inside public places, even during nightlife;
Warningssome of which were issued following a complaint for violence (ex art.8 dl 11/2008), and others against domestic violence (ex art.3 dl 93/2013).

Proposals were also made to the Court of Catanzaro, Section. prevention measures, numerous special surveillances against subjects considered particularly dangerous for public safety, for whom it was therefore necessary to request a measure limiting personal freedom.
Finally, the prevention activity concerned the constant monitoring of premises and commercial establishments, through customer checks and investigations carried out by the Administrative and Social Police Division, also extended to private clubs, betting shops and SLOT/VLT parlours, which was followed, in in some cases, the raising of administrative sanctions, as well as in the last period, to the accommodation facilities, as a consequence of the departmental directives aimed at verifying the correct identification of the people hosted in the aforementioned activities.
The Commissioner also wanted to underline the excellent relationship with the other Police Forces which allows the development of a synergy with a clear impact on the results obtained at various levels.
However, the collaboration of citizens is also very important, so that, from a perspective of participatory security, they are vigilant and do not hesitate to contact the emergency numbers in the event of the presence of suspicious individuals or situations.

Public order services

During 2024, the efforts made by the State Police in terms of protecting public order were also considerable, to ensure the peaceful conduct of the many public events (of a political, social, sporting, religious, cultural nature, etc. .) held in the capital and in the province. The numerous public order and safety services were carried out with the active collaboration of the other Police Forces. The attention paid to the centers most frequented by young people during the weekends, throughout the province, has seen the dismissal of personnel from the State Police, the Carabinieri, the Financial Police and the Local Police, with a view to of operational versatility, in the face of the regulation of an itinerant nightlife to which the Police Headquarters responded promptly with specific services aimed at guaranteeing public order and safety and therefore avoiding “bad nightlife”. This activity is always carried out both in the capital and in the urban centres, which are most affected, during the summer period.

Dissemination and prevention activities

Particular effort was also placed in the dissemination of the culture of legality, aimed mainly at younger people, through meetings and projects with school children of all levels, as with the “PretenDiamo Legalità” project promoted by the State Police in collaboration with the Ministry of Education, which allowed interaction with students from the various schools in the province and their teachers. Through training meetings held at the schools that joined the project, the State Police operators addressed children and young people with the aim of examining various issues in depth including bullying, cyberbullying, correct use of the internet and social media.

As regards the prevention and combating of crimes in general, the awareness campaign “This is not love” continued, to draw attention to the current condition of women and in order to disseminate, through information and prevention, the culture of respect and awareness. On November 25th, in various parts of the city, the policemen and women of the Anti-Crime Division distributed to citizens the brochures created by the Central Anti-Crime Service of the State Police, which collect the activities carried out by all the actors involved in the fight against phenomenon of violence against women (Law Enforcement, Anti-Violence Centres, social workers), as well as direct testimonies from victims of violence.

Also on the occasion of the International Day for the Elimination of Violence against Women, last November 26th a meeting-debate was held at the local State Police Officers School, in which the highest civil authorities of the city, the Public Prosecutor, the Director of the School, the Provincial Commander of the Carabinieri and the Provincial Commander of the Guardia di Finanza, with the specific intention of raising awareness among the young students present on such an important topic as the violence against women.
