Yesterday, trade union organizations NIdiL Cgil, Felsa Cisl, UilTemp, Cgil, Cisl and Uil Calabria met with the leaders of the Calabria Region, in the presence of the president of the Regional Council Roberto Occhiuto and the councilor for Labor Giovanni Calabrese, the regional managers and the managers of the Employment Centres, to discuss the Social Inclusion Trainees (Tis).
In recent weeks, the unions have strongly urged the Calabria Region to shorten the time and to immediately start the processing and publication of the rankings relating to recruitment through art. 16 of Law 56/87, also known as “selection initiation” in order to provide concrete answers to trainee workers waiting to be contracted by the municipalities in which for years they have carried out a valuable internship activity at the service of the community.
The meeting opened with thanks from the President of the Regional Council Roberto Occhiuto, who recognized the work carried out in less than a year to resolve almost the entire Tis basin.
A result obtained thanks to the collaboration between the Region and trade union organisations, despite the fact that during the year there were moments of strong discussion and discussion on the fate of a pool which had more than 4 thousand trainees.
During the meeting, issues relating to the state of the stabilization procedures, the management of workers leaving the user organizations and the prospects for the audience which, to date, still lack a stabilization perspective were addressed.
Stabilization procedures: rankings and constraints
During the meeting, accepting the specific request of the trade union organizations to speed up the procedures, the Region informed that to date 455 decrees have been published, relating to 295 entities involved, for a total of 1,693 expected hirings.
The decision was communicated to proceed immediately with the publication of the rankings, starting from the first provisional ones, which will be made available in the next few days, with a period of ten days for any observations and reviews, at the end of which the definitive rankings will be published.
It was clarified that the publication will not follow a chronological order linked to the individual notices, but will be determined by the completeness and technical validation of the data transmitted by the Employment Centers and that given the pressure exerted by the unions, all the ready rankings will be published.
It was also reiterated that the recruitment procedures do not provide for margins of political discretion: the Municipalities will have to proceed strictly adhering to the ranking order, after carrying out the suitability test provided for by the law which in no way constitutes a selective test. At the table regarding the possibility of expanding the number of units to be hired by some municipalities, which had initially kept the over 60s out of the expression of interest, the Region confirmed its willingness, subject to modification of the PIAO, to include additional workers not initially foreseen in the selection process with contribution.
As regards the entities subjected to a Cosfel opinion, an update was provided on the status of the investigations:
- 27 positive opinions
- 11 positions still under review
- 1 negative opinion
- 7 entities that did not submit an application
- 3 entities already with a negative opinion from the auditor, which will consequently also lead to a negative opinion from Cosfel.
The trade union organizations reiterated the need for certain times and defined deadlines, in particular for the latter situations, highlighting that it is no longer acceptable to keep workers in a condition of indefinite suspension.
Workers leaving organizations and the GOL Project
With regard to the workers who have already left the user bodies – around 320 individuals who have completed the online training, to whom a further 67 workers from non-stabilising bodies will soon be added – the Region has illustrated the transitional path envisaged within the GOL Project.
It was reported that:
- starting from February, workers who have already received the one-off payment of 2,000 euros will be summoned by the CPI for profiling activities and for the renewal of the DID;
- the route will have an estimated duration of approximately six months;
- A total economic support of approximately 4,200 euros is expected, of which 2,000 euros have already been paid as an advance in December.
As regards workers who had not yet completed the fifth year of internship and who fall under this decree, it was clarified that they will not have to wait for the conclusion of the internship, but will also be included entirely within this new measure, guaranteeing homogeneity of treatment and continuity of the path. To this audience will be added all the workers who left in the months of November and December, as well as those who will subsequently leave the bodies awaiting the Cosfel opinion and the rankings of the bodies which are proceeding with stabilization.
Employment prospects for the remaining audience
The Region stated that it is working on further employment solutions aimed at interns not immediately sent to stabilisation. The President of the Region confirmed his political commitment to ensure that no worker is left without prospects. The trade union organizations have underlined that these commitments must be quickly translated into concrete interventions, with adequate resources and certain deadlines to avoid unequal treatment for workers belonging to the same catchment area.
Other disputes
During the meeting the LSU-LPU dispute was also addressed, reiterating that the framework agreement signed at the time by the vice-president of the regional council and by the trade union organizations themselves must be respected, unlike what has happened in recent years.
The President reported that the Region is working on an analysis of the Municipalities that have already brought workers full time, in order to identify virtuous entities, non-compliant entities and the remaining numbers on which to subsequently allocate resources.
As regards Law 6 and Law 40, it was anticipated that a further meeting will shortly follow aimed at defining in detail the extension and stabilization paths, already the subject of discussion in the previous tables.
NIdiL Cgil, Felsa Cisl, UilTemp, Cgil, Cisl and Uil Calabria take note of the availability and commitments made by the Calabria Region during the meeting, recognizing the effort made to address a complex and detailed dispute involving thousands of workers. The openings recorded, in particular on the acceleration of rankings, on the start of stabilizations and on the management of transitional phases, represent important signals in the direction of finally giving concrete answers to the trainee pool.
It now remains essential that what is shared at the table is implemented promptly within the indicated times, so as to guarantee employment certainty and continuity of income for the workers involved. The undersigned trade union organizations confirm their willingness to continue the discussion in a constructive and responsible way, accompanying the path started and contributing, each in their own role, to achieving the common objective of not leaving any worker behind, definitively closing the bad page of the Calabrian precarious employment situation.
